22. ORDINANCE 27-2022 -AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, creating the "Opioid Settlement Fund"for receipt of funds for the OneOhio Opioid Distributor Settlement for eligible expenses pursuant to the OneOhio memorandum of understanding related to Ohio Abatement Strategies including Community Recovery, Statewide Innovation & Recovery, and Sustainability. (pg. 047) Motion by Councilmember Shachner, seconded by Vice President Kepple to suspend the rules to allow adoption on first reading. A roll call vote was taken as follows: Yeas —Baker, Bullock, Kepple, Marx, Rader, Shachner Nays —None Motion passed. The rules were suspended. Motion by Vice President Kepple, seconded by Councilmember Rader to adopt Ordinance 27- 2022. A roll call vote was taken as follows: Yeas —Baker, Bullock, Kepple, Marx, Rader, Shachner Nays —None Motion passed. Ordinance 27-2022 was adopted. 23. Communication from Finance Director Rancatore regarding the rental of certain city facilities. (pg. 049) Motion by Vice President Kepple, seconded by Councilmember Rader to receive and file the communication. All in favor. Motion passed. 24. ORDINANCE 28-2022 -AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, amending various sections of the Lakewood Codified Ordinances to establish fees for the use of Cove Community Center and to update the fees charged for all properties available to the public to rent. (pg. 050) Motion by Vice President Kepple, seconded by Councilmember Rader to refer Ordinance 28- 2022 to the Public Works & Sustainability Committee.
