Discussion: Councilmembers Bullock and Marx expressed a desire to keep rates affordable so <br /> that community groups can utilize city facilities and are not prohibited by cost. <br /> On the motion: All in favor. Motion passed. Ordinance 28-2022 was referred to Public Works <br /> & Sustainability Committee. <br /> 25. Communication from City Engineer Papke regarding Ohio Public Works Commission <br /> 2024 Watermain Replacement Project. (pg. 054) <br /> Motion by Vice President Kepple, seconded by Councilmember Bullock to receive and file the <br /> communication. All in favor. Motion passed. <br /> 26. RESOLUTION 2022-36-A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing the Mayor of the City of Lakewood to prepare and submit an application to <br /> participate in the Ohio Public Works Commission State Capital Improvement Program, <br /> Local Transportation Improvement Program or any other appropriate Ohio Public <br /> Works Commission program that these projects qualify for and to execute contracts as <br /> required for Program Year 2024. (pg. 055) <br /> Motion by Vice President Kepple, seconded by Councilmember Rader to adopt Resolution <br /> 2022-36. <br /> Discussion: Councilmembers Bullock and Rader asked about the timing of the resolution and <br /> asked whether it should be examined in committee. Members of the administration noted that <br /> the application accompanying the resolution is time sensitive and required passage that <br /> evening. The significant lead time on ductal iron and other construction materials prompted the <br /> early presentation of the OPWC 2024 application. <br /> On the motion: All in favor. Motion passed. Resolution 2022-36 was adopted. <br /> 27. Communication from Law Director Corrigan regarding submerged lands lease at 17856 <br /> Lake Ave. (pg. 057) <br /> Motion by Vice President Kepple, seconded by Councilmember Bullock to receive and file the <br /> communication.
