Discussion: Councilmembers Bullock and Marx expressed a desire to keep rates affordable so that community groups can utilize city facilities and are not prohibited by cost. Communication from City Engineer Papke regarding Ohio Public Works Commission 2024 Watermain Replacement Project. (pg. 054) Motion by Vice President Kepple, seconded by Councilmember Bullock to receive and file the communication. All in favor. Motion passed. 26. RESOLUTION 2022-36-A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing the Mayor of the City of Lakewood to prepare and submit an application to participate in the Ohio Public Works Commission State Capital Improvement Program, Local Transportation Improvement Program or any other appropriate Ohio Public Works Commission program that these projects qualify for and to execute contracts as required for Program Year 2024. (pg. 055) Motion by Vice President Kepple, seconded by Councilmember Rader to adopt Resolution 2022-36. Discussion: Councilmembers Bullock and Rader asked about the timing of the resolution and asked whether it should be examined in committee. Members of the administration noted that the application accompanying the resolution is time sensitive and required passage that evening. The significant lead time on ductal iron and other construction materials prompted the early presentation of the OPWC 2024 application. On the motion: All in favor. Motion passed. Resolution 2022-36 was adopted. 27. Communication from Law Director Corrigan regarding submerged lands lease at 17856 Lake Ave. (pg. 057) Motion by Vice President Kepple, seconded by Councilmember Bullock to receive and file the communication. All in favor. Motion passed.
