Section 1306.76 Backflow Prevention and Cross-Contamination Control to provide an effective means for protecting the public water system from contamination due to backflow of contaminants through the water service connection into the public water system. (pg. 39) Motion by President Litten, seconded by Vice President Kepple to refer Ordinance 30-2022 to the Public Works & Sustainability Committee. All in favor. Motion passed. 16. Communication from Chief Assistant Law Director regarding encroachment permit for landscaping at Summit terminus. (pg. 53) Motion by President Litten, seconded by Vice President Kepple to refer the communication to the Public Works & Sustainability Committee. All in favor. Motion passed. 17. RESOLUTION 2022-39 - A RESOLUTION approving of a public grounds encroachment permit pursuant to Section 901.18 of the Codified Ordinances in favor of David W. Salisbury and Elizabeth W. Salisbury,property owners of 15700 West Shore Court, Lakewood, Ohio, in furtherance of a neighborhood beautification proposal. (pg. 54) Motion by President Litten, seconded by Vice President Kepple to refer Resolution 2022-39 to the Public Works & Sustainability Committee. Discussion: Councilmembers Rader and Baker requested that the couple be present at the committee meeting, along with clear maps that outline what parts of the right of way would be affected. Vice President Kepple requested information on other examples in the city where similar action took place. On the motion: All in favor. Motion passed. Resolution 2022-39 was referred to the Public Works & Sustainability Committee. 18. Communication from Commissioner Parmelee regarding changes to LCO 1309.09 Combination Permit fee. (pg. 59) Motion by President Litten, seconded by Vice President Kepple to receive and file the communication. Discussion: Councilmember Bullock questioned whether the city should put fixed fee schedules in the code, citing market changes, etc. On the motion: All in favor. Motion passed. The communication was received and filed. 19. ORDINANCE 31-2022 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, amending Section 1309.09 Combined Permit Fee of the Lakewood Codified Ordinances to increase the threshold for issuing a combined permit and to increase the fee.
