Mr. Baas further explained that the proposal incorporates funds to support new speed tables on <br /> four streets that have either elected to install the tables or that are expected to elect to install <br /> them. The speed tables would be the same as those currently installed on Clarence and Marlowe. <br /> He stated that these particular speed tables are very sturdy, effective, and create minimal <br /> disruption. The speed tables are expected to have a long lifespan. The estimated cost of each <br /> table is $6,200. <br /> Mr. Baas and the committee further discussed the proposal and explored the difference between <br /> speed humps and speed bumps. <br /> Chief Storey reminded all that ARPA funds need to be spent/committed by 12/31/26. It remains <br /> unclear if the city can pre-pay for the seven years of data. <br /> ODOT Property Acquisition <br /> Councilmember Baker introduced his proposal to acquire 4.5 acres of property adjacent to I-90 <br /> from ODOT. He explained that while the city does not own the property, it currently mows the <br /> property,picks up trash there, and has Niagara Park on the property. He explained that <br /> purchasing the property would allow the city to design the space with appropriate plantings, use <br /> it for community gardening or parks. This could potentially create additional buffers between the <br /> interstate and its adjacent neighbors. <br /> Councilmember Baker explained that he arrived at the estimated land value cost by looking at <br /> the recently appraised value of nearby land for the resurfacing of Hilliard Blvd, which was <br /> approximately $23,000 per acre. The estimated total for the land would be $104,000 plus <br /> additional costs for surveying and environmental assessments. <br /> Public Works Director Gordon remarked that purchasing these properties will create new <br /> maintenance responsibilities for public works going forward. He also added that residents have <br /> inquired about purchasing the properties and that the property can sometimes attract illegal <br /> dumping. <br /> The committee discussed the acquisition process, timeline, and other considerations that could <br /> potentially result in a purchase agreement within six months to one year. <br /> Vice President Kepple expressed support for the proposal, noting that the land could help the city <br /> increase its tree canopy and create a signature gateway to the city. <br /> Young Family Assistance <br /> Councilmember Baker introduced the proposal, explaining that it intends to enhance the city's <br /> existing childcare scholarship program, funded with CDBG dollars by contributing an additional <br /> $10,000 to the program. <br /> Under the city's existing program, families may have to accept a reduced benefit toward the end <br /> of the year as the program fluctuates and new families are approved. Providing an extra $10,000 <br /> would help to stabilize the program and provide a better guarantee of funds to qualifying <br /> families. <br /> 3 <br />
