Motion by President Litten, seconded by Vice President Kepple to adopt Resolution 2023-17. <br /> Discussion: President Litten expressed the importance of recognizing communities in Lakewood <br /> like the Arab American population for their contributions. <br /> On the motion: All in favor. Motion passed. <br /> 11. Communication from the Administration regarding Need for Diversification of Vehicles <br /> in Police Fleet. (pg. 16) <br /> Motion by President Litten,seconded by Vice President Kepple to receive and file communication. <br /> All in favor. Motion passed. <br /> 12. RESOLUTION 2023-12 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br /> to take effect and be in force after the earliest period allowed by law,permitting the Mayor, <br /> Director of Public Works, Finance Director and Purchasing Manager to substitute the <br /> purchase of a pick-up truck in lieu of one of the hybrid police vehicles that were planned <br /> for in the 2023 budget. (pg. 17) <br /> Motion by President Litten, seconded by Vice President Kepple to adopt Resolution 2023-12. <br /> Discussion: Councilmember Rader remarked that he is satisfied that the administration exhausted <br /> all efforts to acquire hybrid vehicles while also meeting its public safety needs in this case. He <br /> suggested a renewed commitment to acquiring all hybrid vehicles moving forward, whenever <br /> possible. He suggested that the city develop plans for addressing the ongoing supply chain issues, <br /> such as planning multiple years in advance. <br /> Councilmember Bullock emphasized the importance of purchasing clean vehicles across the city's <br /> fleet and suggested that doing so would position Lakewood as a leader in the region. He <br /> encouraged the administration to plan further ahead due to the ongoing supply chain issues and to <br /> generally do more to transition toward clean vehicles. <br /> President Litten suggested that Council could potentially approve the budget for certain items in <br /> advance as a way to help with the current challenges. He shared his appreciation of Resolution <br /> 2023-12 because it pushes the City to acquire as many sustainable vehicles as possible, under the <br /> challenging market circumstances. <br /> Chief Kaucheck clarified that 7 hybrid vehicles were ordered: 5 for police and 2 for fire. Only five <br /> hybrid vehicles were available. The city assigned one to fire and the remaining four to police. <br /> Police had to decide whether to go without the extra vehicle or to switch to a typical fuel vehicle. <br /> Out of concern for maintaining an up-to-date fleet, the decision was made to switch one vehicle <br /> from hybrid to combustion. <br /> 4 <br />
