step. Back in 2019, we passed a resolution committing us to net zero, and this plan is the next
iteration and step in that progress.
I really want to, again, thank the Administration and my colleagues for their support and their
hard work, and I want to thank the public. We had about eight people show up to give positive
testimony. We didn't have anybody speak against and we had five people online speak up in
support of this plan. Many of those people actually helped develop that plan. We reached out to a
number of folks across the City to help with that work and they helped and showed up. I want to
thank them for their hard work and getting this plan together. We had a robust discussion about
it. We did add a statement from City Council in support of this, which I shared earlier via email.
The plan will also include a foreword from the mayor and the forword from City Council. There
was a substitute to this, Mr. President, that reflects some change to the language in section three
at the beginning and at the very end to make it complete with the way we do other resolutions, and
that is effective immediately.
Motion by President Litten, seconded by Vice President Kepple to receive and file report. All in
favor. Motion passed.
3. RESOLUTION 2023-15 - A RESOLUTION adopting the City of Lakewood Climate
Action Plan. (Referred to PWS 03120123) (pg. 3)
Motion by President Litten, seconded by Councilmember Rader to adopt Resolution 2023-15 as
substituted.
Discussion: John Mitterholzer 1498 Rosewood Ave Mr. Mitterholzer spoke on behalf of the
Climate and Environmental Justice Program at the George Gunn Foundation. He applauded
Council, Mayor George, and the Administration on pushing Resolution 2023-15 forward. He
mentioned that the Climate Action Plan is cost-effective for residents.
Thomas Taylor—1299 Donald Ave Mr. Taylor showed his support of the Climate Action Plan
by reading scripture.
Brian Siggers 1328 Cove Mr. Siggers spoke on behalf of the Ohio Environmental Council
and supported Resolution 2023-15 because of its initiative to push health and equity in Lakewood.
He commended Councilmember Rader for his initiative to advance environmental policy.
Councilmember Rader mentioned that the Climate Action Plan will continue to change and adapt
as a living document. He referenced Councilmember Baker's suggestion that more resources be
linked to the document to help residents implement climate friendly actions.
Councilmember Bullock highlighted the cost-effectiveness of implementations within homes and
businesses. He described the importance of health and social justice within the plan.
Councilmember Shachner thanked the community members for their involvement in the Climate
Action Plan. He mentioned the City's responsibility to care for the environment.
2
