Communication from Finance Director Rancatore regarding Third Quarter transfers. Motion by President Litten, seconded by Vice President Kepple to receive and file the communication. ORDINANCE 16-2023 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, authorizing the transfer and advance of certain funds. Communication from Human Services Director Berry regarding application to the NOACA 5310: Enhanced Mobility for Seniors & Individuals with Disabilities. (pg. 16) Motion by President Litten, seconded by Vice President Kepple to receive and file the communication. Discussion: In response to a question from Vice President Kepple, Director Berry explained that while the vehicle will be primarily used for seniors, the city will attempt to acquire a vehicle that can also accommodate disabled individuals. He stated that he does not anticipate the funding source prohibiting use of the vehicle for transportation of disabled individuals. In response to a question from Councilmember Rader, Director Berry committed to performing due diligence to identify electric vehicle options. On the motion: All members in favor.
