All awardees were recognized. <br />**** <br />9. RESOLUTION 2023-38 - A RESOLUTION to thank the Beck Center for the Arts for <br />participating as the 2023 Grand Marshal in the City of Lakewood 4th of July Parade. <br />Motion by President Litten, seconded by Vice President Kepple to adopt Resolution 2023-38. All <br />members in favor. Motion passed. Resolution 2023-38 adopted. <br />**** <br /> <br />10. Communication from Finance Director Rancatore regarding Third Quarter transfers. <br />Motion by President Litten, seconded by Vice President Kepple to receive and file the <br />communication. All members in favor. Motion passed. <br />**** <br /> <br />11. ORDINANCE 16-2023 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br />to take effect and be in force at the earliest period allowed by law, authorizing the transfer <br />and advance of certain funds. (pg. 14) <br />Motion by President Litten, seconded by Vice President Kepple to refer Ordinance 16-2023 to <br />Finance Committee. All members in favor. Motion passed. Ordinance 16-2023 referred to Finance <br />Committee. <br /> <br />**** <br /> <br />12. Communication from Human Services Director Berry regarding application to the <br />NOACA 5310: Enhanced Mobility for Seniors & Individuals with Disabilities. (pg. 16) <br /> <br />Motion by President Litten, seconded by Vice President Kepple to receive and file the <br />communication. <br /> <br />Discussion: In response to a question from Vice President Kepple, Director Berry explained that <br />while the vehicle will be primarily used for seniors, the city will attempt to acquire a vehicle that <br />can also accommodate disabled individuals. He stated that he does not anticipate the funding <br />source prohibiting use of the vehicle for transportation of disabled individuals. <br /> <br />In response to a question from Councilmember Rader, Director Berry committed to performing <br />due diligence to identify electric vehicle options. <br /> <br />On the motion: All members in favor.
