13.RESOLUTION 2023-39 - A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br />to take effect and be in force after the earliest period allowed by law, authorizing the Mayor <br />or her designee to apply for a grant through the Northeast Areawide Coordinating Agency <br />(“NOACA”) for the purchase of a new van through the Mobility for Seniors and <br />Individuals with Disabilities Program. (pg. 17) <br />Motion by President Litten, seconded by Vice President Kepple to adopt Resolution 2023-39. All <br />members in favor. Motion passed. Resolution 2023-39 adopted. <br />**** <br />14.Communication from Fire Chief Dunphy regarding acceptance of funds from Community <br />West Foundation. (pg. 19) <br />Motion by President Litten, seconded by Vice President Kepple to receive and file. All members <br />in favor. Motion passed. <br />***LIQUOR PERMIT*** <br />15.Liquor Permit Notice – C&S Lakewood LLC 15322 Detroit Ave. (pg. 20) <br />Motion by President Litten, seconded by Vice President Kepple to file with no objection. All <br />members in favor. Motion passed. <br />***PUBLIC COMMENT*** <br />Kate Anderson Foley – 1375 Beach Ave. <br />Ms. Foley expressed various concerns about a multi-unit apartment building on Beach Ave. <br />including drugs, domestic violence, disinvestment from the landlord, constant trash and belongings <br />on tree lawn and high turnover of residents. She expressed frustration that previous discussions <br />with police and the city have not resulted in noticeable changes. She offered suggestions for <br />improvements. <br />Tim Lusch – 1396 Beach Ave. <br />Mr. Lusch expressed various concerns about a multi-unit apartment building on Beach Ave. He <br />suggested that the city rethink how to use the police in this situation, which he described as serious <br />and ongoing. He spoke of overhearing a drug deal made over speaker phone. He appealed to the <br />city to develop a multi-pronged approach. <br />Michael Foley – 1375 Beach Ave. <br />7 <br /> <br />
