To foster community engagement, she <br />proposed organizing public meetings to openly discuss the progress of this issue. As a means of <br />enhancing the project's public perception, she suggested incorporating student art, educational <br />signage, and strategic planting to temporarily beautify the site. These initiatives, she believes, <br />would not only improve the aesthetic appeal but also contribute positively to the community's <br />sentiment towards the ongoing development. <br />Councilmember Bullock commended Cindy Strebig's thoughtful comments, recognizing them as <br />the result of extensive community deliberation. He acknowledged the prolonged timeline for the <br />project, attributing the delay to macroeconomic factors. Councilmember Bullock emphasized <br />Council’s ongoing efforts to secure a commendable development partner and a sound <br />development plan. He suggested that the City take the lead in establishing a timeline for the <br />project, rather than leaving it primarily to the discretion of the developer. <br />Motion by President Litten, seconded by Vice President Kepple, to refer Resolution 2023-61 to <br />Committee of the Whole. Motion passed. <br />23.Communication from Director Rancatore regarding 2022 Financial Reporting Award <br />(pg. 28) <br />President Litten congratulated Finance Director Rancatore and the Finance Department. <br />Motion by President Litten, seconded by Vice President Kepple, to receive and file the <br />communication. All in favor. Motion passed. <br />24.Communication from Director Leininger regarding Cuyahoga County Development <br />Supplemental Grant Program – Madison Park Birdtown Neighborhood Connector Project <br />(pg. 29) <br />Motion by President Litten, seconded by Vice President Kepple, to receive and file the <br />communication. All in favor. Motion passed. <br />25.RESOLUTION 2023-62 - A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least two-thirds of the members of Council, or <br />otherwise to take effect at the earliest period allowed by law, authorizing the Mayor or <br />the Director of Planning & Development to apply to the Cuyahoga County Community <br />Development Supplemental Grant Program for a $50,000 grant to be used for the <br />transformation of 2048 Halstead Avenue into a new east entrance of Madison Park <br />through the Madison Park – Birdtown Neighborhood Connector Project. (pg. 30) <br />M <br />otion by President Litten to adopt, seconded by Vice President Kepple. <br />In response to questions from Councilmember Baker, Director Leininger confirmed that the <br />property proposed for demolition was acquired in 2020 due to a nuisance issue and it has been <br />vacant ever since.
