President Litten thanked the speakers and the rest of the task force for being the spark to get this <br />work started and he thanked the administration and his colleagues for taking the mandate so <br />seriously. <br /> <br />On the motion: All in favor, motion passed. Resolution 2023-51 adopted. <br /> <br />2. Communication from Lakewood Animal Safety & Welfare Advisory Board regarding <br />proposed increase to pet adoption fees. (pg. 4) <br /> <br />Councilmember Marx read the communication from the Lakewood Safety & Welfare Advisory <br />Board expressing their support for Resolution 2023-43 to raise the adoption fees. <br /> <br />Motion made by Councilmember Marx and seconded by President Litten to receive and file the <br />communication. All in favor, motion passes. <br /> <br />3. S. RESOLUTION 2023-43 – A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least five members of Council, or otherwise to take effect <br />and be in force after the earliest period allowed by law, to increase the adoption fees for <br />animals that are adopted through the Lakewood Animal Shelter. (referred to PS & <br />LASWAB 9/5/23; recommended out of PS 10/16/23) (pg. 5) <br /> <br />Motion made by President Litten and seconded by Councilmember Bullock to adopt Resolution <br />2023-43. All in favor, motion passed. Resolution 2023-43 adopted. <br /> <br />4. Report from Committee of the Whole held November 13, 2023. (pg. 6) <br /> <br />Motion by President Litten, seconded by Councilmember Bullock to receive and file the report. <br />All in favor, motion passed. <br /> <br />5. RESOLUTION 2023-60 – A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br />to take effect and be in force after the earliest period allowed by law, appointing five <br />members to the Charter Review Commission for a six-month term beginning January 1, <br />2024. (introduced 11/6/23) (pg. 7) <br /> <br />President Litten made a motion to defer Resolution 2023-60, seconded by Councilmember <br />Bullock. All in favor, motion passed. Resolution 2023-60 deferred. <br /> <br />6. ORDINANCE 13-2023A - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least five members of Council, or otherwise to take effect <br />and be in force after the earliest period allowed by law, authorizing and directing the Mayor <br />or Director of Planning & Development (Director) to enter into an amendment to the <br />agreement for the sale of 12900 Madison Avenue (Parcel 315-09-022), Lakewood, Ohio. <br />(referred to COW 11/6/23) (pg. 8) <br /> <br />President Litten made a motion to suspend the rules and Ordinance 13-2023A on second reading, <br />2 <br /> <br /> <br />
