All in favor, motion passed. <br />31.ORDINANCE 39-2023 - AN ORDINANCE amending Subsection 1161.03(Z) and <br />1161.03(AA) of the Lakewood Codified Ordinances to include body piercing as a <br />conditional use in commercial zones. (pg. 93) <br /> <br />President Litten made a motion to refer the resolution to the Planning Commission and the <br />Housing & Development Committee, seconded by Councilmember Bullock. All in favor, <br />motion passed. <br /> <br />32. Communication from councilmembers regarding updating cannabis ordinances. (pg. 97) <br /> <br />President Litten made a motion to receive and file the communication, seconded by <br />Councilmember Bullock. <br /> <br />In response to a question from Councilmember Bullock, Councilmember Shachner clarified <br />some pieces of the proposed ordinances. He also shared that there is a cap on the number of <br />licenses for dispensaries and for cultivators. He said a dispensary facility will need to be <br />approved by both the city and the state in order to get a license to sell adult use. <br /> <br />On the motion: All in favor, motion passed. <br /> <br />33. ORIDNANCE 40-2023 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council to amend <br />Sections 513.01 Definitions, 513.02 Gift of marihuana, and 513.03 Drug abuse; and <br />controlled substance possession or use of the Codified Ordinances of the City of <br />Lakewood and to repeal Section 513.045 Use or possession of marihuana paraphernalia, <br />to make these sections consistent with Chapter 3780 Adult Use Cannabis Control of the <br />Ohio Revised Code. (pg. 99) <br /> <br />President Litten made a motion to refer Ordinance 40-2023 to the Public Safety Committee, <br />seconded by Councilmember Bullock. All in favor, motion passed. <br /> <br />34. ORDINANCE 41-2023 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council to amend <br />Chapter 779 Medical Marijuana Operations of the Codified Ordinances of the City of <br />Lakewood to provide a permitting process for both Medical and Adult Use Marijuana <br />Dispensaries. (pg. 119) <br /> <br />President Litten made a motion to the refer Ordinance 41-2023 to the Housing & Development <br />Committee, seconded by Councilmember Bullock.
