On the motion: All in favor, motion passed. <br />39.RESOLUTION 2023-73 - A RESOLUTION to take effect immediately provided it <br />receives the vote of at least two thirds of the members of Council, or otherwise to take <br />effect at the earliest period allowed by law, adopting the Active Transportation Plan and <br />accompanying Safe Streets for All (SS4A) Plan. (pg. 158) <br /> <br />President Litten made a motion to defer to the Public Safety Committee, seconded by <br />Councilmember Bullock. All in favor, motion adopted. <br /> <br />40. Communication from Finance Director Rancatore regarding Finance Department internal <br />controls identified in Ordinance 18-2023. (pg. 252) <br /> <br />President Litten made a motion to receive and file the communication, seconded by <br />Councilmember Bullock. <br /> <br />A discussion followed about whether to adopt the resolution on first reading or to refer the <br />ordinance to the Finance Committee. Director Vargo clarified that the bidding Ordinance No. 18- <br />2023 has passed and will go into effect whether Resolution 2023-74 is adopted today or at a later <br />meeting. He said they would prefer to have the resolution adopted today to finish off this item <br />before the end of the year. <br /> <br />Councilmember Shachner stated that the finance department is already using the internal controls <br />identified in the resolution. He stated that the purpose of including this in the codified ordinances <br />is to protect future Councils and give them the ability to review what the internal controls are and <br />provide an extra layer of oversight. He said that the discussion that would likely take place in <br />committee would be to examine how the controls are implemented as a policy and review the <br />language and readability of the document. <br /> <br />On the motion: All in favor, motion approved. <br /> <br />41. RESOLUTION 2023-74 - A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or <br />otherwise to take effect and be in force after the earliest period allowed by law, approving <br />the City of Lakewood’s Financial Internal Controls. (pg. 253) <br /> <br />Councilmember Baker commented that he agrees with Councilmember Shachner and thinks the <br />policy would benefit from a committee discussion. <br /> <br />President Litten made a motion to refer the resolution to the Finance Committee, seconded by <br />Councilmember Bullock. All in favor, motion passed. <br /> <br />42. Communication from Finance Director Rancatore regarding 2024 bond anticipation notes <br />and 2024 bond issuance.
