(to be <br />provided) <br />Councilman Bullock delivered the following report: <br />The Housing, Planning & Development Committee met earlier tonight. Councilmembers <br />Marx and Strebig were also present. We had a very robust opening discussion on two <br />ordinances, 41-2023 and 42-2023, both of which relate to the licensure of potential business <br />permits for medical and adult use marijuana dispensaries, which could be together or <br />separate. There are a number of very important decisions to make about the number, <br />regulations, and the intensity of use in those facilities. The Committee educated itself on the <br />structure of the state law. The state law does allow cities to make decisions regarding the <br />decision to allow or to prohibit licensure. We also heard from the administration that they are <br />working alongside City Council by diligently researching, drafting, and following the state’s <br />regulatory work. We think that a couple of important decisions could come as early as June <br />through September. In the meantime, we are putting in good work on the city government side <br />of things by beginning to craft our own set of rules and community standards. The Committee <br />concluded its work by deferring both ordinances since they are still works in progress. The <br />Planning Commission, which was also referred to these ordinances, has not yet discussed <br />either of these ordinances yet. <br />Motion by Councilman Bullock, seconded by President Kepple, to receive and file the oral report. <br />All in favor.
