ORDINANCE NO . ~ 81-39 Page -3~ that time, then all members of Council in office at the time of the general election to be held in the municipality in November, 1983, shall serve until the end of December 31, 1983, at which ~.. time their positions shall be deemed terminated. At the general election to be held in November, 1983, the candidates polling the three highest number of votes shall be elected for a term of four years and the candidates polling the fourth and fifth highest number of votes shall be elected for a term of two years. Thereafter, all municipal Council elections shall be for a term of four years. In the event that the municipality is divided into wards at the election in November, 1981, then, at the general election to be held in November, 1983, .candidates shall declare whether they are running for seats as members of Council from a ward, which is limited to the ward in which the candidate resides, or whether the candidate is running for membership in Council at large. At the general election in November, 1983, the Councilmembers for wards 1 and 3 shall serve for a term of four years and the Councilmembers from wards 2 and 4 shall serve for a full term of two years. A candidate from each ward polling the greatest number of votes shall be elected as Councilman from that ward. If there~is to be only one member of Council elected at large due to a reduction in the size of Council from seven members to five members, then the candidate for Council at large polling the highest number of votes shall be elected for a four year term. If, however, there are to be three members elected to Council at large, then the candidate polling the highest number of votes and the candidate polling the second highest number of votes shall be deemed elected for terms of four years and the candidate polling the third largest number of votes shall be elected for a term of two years.
