ORDINANCE NO. 81-39~ <br />Page -6- <br />candidates scoring highest on the qualifying <br />examination who have achieved passing grades <br />and the Mayor shall make the appointment or <br />promotion from among those candidates. If <br />there be less than three candidates who have <br />achieved a passing grade, the Mayor may appoint <br />from the list provided to him or may request <br />a new list. <br />The ballot question will be: <br />(H) Shall the Charter be amended to give the Mayor <br />discretion to appoint and promote classified Civil Service <br />employees by choosing among the top three candidates for a <br />position? <br />The next question to be submitted to the electors shall be: <br />I. Shall the current Section 5 of the Charter of Mayfield <br />village, dealing with the Finance Director, be deleted and <br />replaced by the following: <br />Section 5. Finance Director. <br />The Finance Director shall be the head of the Finance <br />Department and shall keep an accurate account of all taxes <br />and assessments, of all monies due to and all receipts and <br />disbursements by the municipality, of all assets and <br />liabilities of the municipality, and of all appropriations <br />made by the Council. The Finance Director shall examine <br />and approve, if in proper form and an appropriation has <br />been made, all payrolls, bills and other cl~.ms, and prepare <br />and sign all warrants. The Finance Director shall: assist <br />the Mayor and the Council in the preparation of estimates, <br />budgets, and appropriations; shall collect, keep and preserve <br />the monies of the municipality in such manner and in such <br />place or places as the Council shall determine, receive and <br />disburse all other public monies coming into the Finance <br />Director's hands in pursuance of such regulations as may be <br />prescirbed by the authorities having lawful control over <br />such funds; shall perform all other duties required by this <br />Charter, or by Ordinance or Resolution of Council, or the <br />general laws of the State of Ohio not inconsistent therewith. <br />The Finance Director shall be appointed by the Mayor, <br />subject to the confirmation by a vote of a majority of <br />the members elected to Council, and may be removed at any <br />time by the Mayor, subject to the approval by a vote of <br />a majority of the members elected to Council. In case of <br />absence or unavailability of the Finance Director, the <br />Mayor may appoint as Assistant Finance Director to serve <br />in the Finance Director's stead during such absence or <br />~, unavailability, subject to approval by the vote of a <br />majority of the members elected to Council. <br />
