<br />and each part of such Section, are declared
<br />to be independent Sections and parts of Sec-
<br />tions, and notwithstanding any other evi-
<br />dence of legislative intent, it is hereby de-
<br />clared to be the controlling legislative intent
<br />that if any provision of said Sections, or the
<br />application thereof to any person or circum-
<br />stance, is held invalid for any reason, the
<br />remaining Sections- or parts of Sections and
<br />the- application of such provision to any per-
<br />son or circumstance other than those as to
<br />_. (,which it is held invalid, shall not be affected
<br />thereby, and it is hereby declared that this
<br />ordinance would have been passed inde-
<br />pendently of such Section, Sections or parts
<br />of a Section so held to be invalid.
<br />1503.06 Permits obtained after the effective
<br />date of this Dwelling House Code.
<br />All work for which a permit is required
<br />and obtained after the effective date of this
<br />Dwelling House Code shall be performed in
<br />compliance with this Dwelling House Code.
<br />1503.07 Permits obtained before the effec-
<br />tive date of this Dwelling House
<br />Code:
<br />Work for which permits were secured
<br />prior to the effective date of this Dwelling
<br />House Code maybe completed in conformity
<br />with such permits; such work shall be sub-
<br />ject to the provisions of this Dwelling House
<br />Code applicable to existing buildings and
<br />structures, as set forth in Sections. 1503.08
<br />through 1503.12.
<br />1503.08 Structural alterations or repairs.
<br />Any additions or repairs to the structural
<br />portion of an existing building or other
<br />structure shall be. made in conformity with
<br />the requirements for new buildings and
<br />other new structures. •
<br />1503.09. Non-structural alterations or re-
<br />pairs not exceeding 50 per cent in
<br />value. .
<br />Non-structural alterations and repairs .to
<br />buildings and other structures .erected., prior
<br />to the effective date of this Dwelling House
<br />:Code; not exceeding in cost within any .2-
<br />year period 50 per cent• of the value of the
<br />6
<br />existing building or other structure, may be
<br />made with the same materials as the existing
<br />building or other structure, provided that
<br />the existing building or other structure, as
<br />constructed and occupied, is in a safe and
<br />sanitary condition and the alteration will not
<br />create a less safe or less sanitary condition.
<br />If unsafe or insanitary conditions exist, such
<br />conditions shall be corrected by the altera-
<br />tions or repairs,
<br />1503.10 Non-structural alterations or re-
<br />pairs exceeding 50 per cent in
<br />value.
<br />When the cost of alterations or repairs
<br />within any 2-year period exceeds 50 per cent
<br />of the value of an existing building or other
<br />structure, such building or structure shall be
<br />made to comply with the requirements for
<br />new buildings and other new structures.
<br />1503.11 Replacement of roof.
<br />Not more than 25 per cent of the roof
<br />covering of any building or other structure
<br />shall be replaced in. any 2-year. period, un-
<br />less the entire roof covering is made to con-
<br />form with the requirements for roof cover-
<br />ing on new buildings and other structures.
<br />1503.12 Method of valuation.
<br />In .determining the proportionate replace-
<br />ment value of a destroyed part of a building
<br />or other structure, or of additions, altera-
<br />tions, or repairs made to a building or other
<br />structure, all parts, whether existing, new, or
<br />destroyed, and including plumbing, heating
<br />and ventilating equipment, electrical wiring
<br />and equipment, and other necessary fixed
<br />equipment, shall, be valued at costs current
<br />at the time of evaluation; provided, however,
<br />that parts which do not serve a required pur-
<br />pose such as decorative painting, molded. or
<br />cast plaster decorations, and wall, floor or
<br />ceiling finishes intended for comfort ar en-
<br />hancement, shall not be included in such
<br />evaluation.
<br />1503.13 „Height ;limitations.
<br />Dwellings shall~not exceed two stories and
<br />attic in height,. unless the type of construc-
<br />tion is specifically approved by the Board of
<br />Building Code Appeals:

<br />the Building Official. Piping shall not be
<br />laid in cinders or corrosive aggregates.
<br />1595.11 Testing new house gas piping.
<br />All new house gas piping shall be tested
<br />and proven tight under an air pressure not
<br />less than 3 times the expected service pres-
<br />sure but not less than 3 pounds per square
<br />inch and approved by the Building Official
<br />before such piping is concealed. A low pres-
<br />sure gage shall be used in making such test.
<br />Such test pressure shall be maintained in the
<br />system for not less than 10 minutes without
<br />any detectable loss in pressure.
<br />1595.12 Testing sections of exposed piping
<br />added to existing installations.
<br />Sections of exposed house gas piping added
<br />to an existing installation shall be tested
<br />under operating gas pressure and inspected
<br />for leaks after application of soap suds to the
<br />pipe joints and fittings, or in other manner
<br />approved by the Building Official. The Build-
<br />ing Official may permit the omission of the
<br />air pressure test for such exposed house gas
<br />piping when he determines that such test is
<br />not essential for safety to life or property:
<br />1595.13 Tes`~ing of existing piping.
<br />(a) Existing concealed piping. Where
<br />there is no record of a test on existing con-
<br />cealed house gas piping which is being con-
<br />nected tonew house gas piping, the Building
<br />Official may require that such existing house
<br />gas piping shall be subjected to an air test
<br />as required for new concealed house gas

<br />(b) A f ter a disaster. Whenever there has
<br />been a fire or other occurrence in a building
<br />which may have affected the gas-tightness of
<br />the house gas piping system, such system
<br />shall not again be placed in operation until
<br />its gas-tightness has been verified by the
<br />Building Official.
<br />1595.14 Authorization for turning on gas.
<br />(a) Required after installation or altera-
<br />tion. Whenever any house gas piping is in-
<br />stalled, altered or replaced; and whenever
<br />any gas-fired appliance required by this
<br />Dwelling House Code to have a flue or vent
<br />connection is installed, replaced, or relo-
<br />cated, the gas supply to such piping, appli-
<br />ance, or burner shall not be turned on by
<br />the person to whom the application has been
<br />issued or by any person acting directly or
<br />indirectly for such person, until the installa-
<br />tion has been approved and written authori-
<br />zation to turn on the gas has been given by
<br />the Building Official. In interpreting this
<br />subsection, the public utility organization
<br />supplying gas to the premises shall not be
<br />deemed to be the agent of such person.
<br />(b) Change in meter manifold. Whenever
<br />there is a change in a meter manifold which
<br />will provide for an increased number of
<br />meters, the gas supply to such manifold shall
<br />not be turned on until the installation has
<br />been approved and the owner has obtained
<br />written authorization from the Building Of-
<br />ficial to have the gas turned on•
<br />CHAPTER 97. ELECTRICAL WIRING AND EQUIPMENT.
<br />1597.01 National Electrical Code.
<br />Except as otherwise provided in this
<br />Dwelling House Code, or in statutes, or in
<br />rules or regulations promulgated by author-
<br />ity of statute, all electrical wiring and equip-
<br />mentinstalled in or about any building shall
<br />be in accordance with the provisions of the
<br />National Electrical Code, 9SA Cl, as listed,
<br />identified and subject to any modifications
<br />or additions set forth in Section 1521.14.
<br />1597.02 Defmitions.
<br />Except as may be otherwise stated in this
<br />Dwelling House Code,. the definitions set
<br />forth in said National Electrical Code, ASA
<br />Cl, shall apply for all electrical work under
<br />this Dwelling House Code.
<br />as defined in Chapter 17 and as may be other-
<br />wise provided in this Dwelling House Code,
<br />no electrical wiring or equipment shall be
<br />installed, altered, repaired or replaced with-
<br />out aseparate permit from the Building Of-
<br />ficial.
<br />1597.04 Qualified installers.
<br />All electrical work, for which a ,separate
<br />permit is required, shall be done by or under
<br />the direct supervision of installers, licensed
<br />or authorized to do such work under the ap-
<br />plicable provisions for registration, licensing
<br />and certificates of qualification in Chapter
<br />15.
<br />1597.05 Drawings required.
