<br />(b) Building ,drains, and sewers, The
<br />building drain, building sewer and yard and
<br />area drains, including all piping to a height
<br />of 2 feet above the highest point of the
<br />building drain, shall be tested separately. All
<br />traps, pipe fittings and joints shall be ex-
<br />posed to view when the test is made. Water
<br />shall be introduced into the system at a test
<br />tee designated by the Building Official and
<br />in such quantity as deemed necessary by
<br />him. To be approved, the flow of water
<br />through the system shall be unobstructed
<br />and there shall be rio leakage through any
<br />pipe, joint, trap, or fitting.
<br />1593.92 ,Air test of drainage and vent
<br />system.
<br />The air test shall be made by attaching an
<br />air compressor or testing apparatus to any
<br />suitable opening and after closing all other
<br />inlets to the system, forcing air into the sys-
<br />temuntil there is a uniform gage pressure of
<br />5 psi, or sufficient to balance a column of
<br />mercury 10 inches in height. This pressure
<br />shall be held. without the introduction of ad-
<br />ditional air for a period of at least 15
<br />minutes. Wooden plugs shall not be used to
<br />close opening. ,,,
<br />1593.93 Smoke and peppermint test.
<br />A smoke test shall be made by filling all
<br />traps with water and then introducing into
<br />the entire drainage and vent system a pun-
<br />gent thick smoke produced by one or more
<br />smoke machines. When the smoke appears
<br />at stack openings .on the roof they shall be
<br />closed and a pressure equivalent to a 1-inch
<br />water column shall be built up and main-
<br />tained for 15 minutes before inspection
<br />starts. A peppermint test shall be made by
<br />introducing at least 2 ounces of oil of pepper=

<br />mint for each line or stack. To be approved,
<br />the system shall reveal no lack of trap seal
<br />at any point and there shall be no evidence
<br />of smoke or peppermint leaking from the
<br />system.
<br />1593.94 Test ofwater-supply systems.
<br />Upon the completion of a section or of an
<br />entire water-supply system, it shall be tested
<br />and proved tight under awater-pressure not
<br />less than the working pressure under which
<br />it is to be used. The water used for test shall
<br />be obtained from the normal source of sup-

<br />1593.95 Test of interior leaders or down-
<br />spouts.
<br />Leaders or downspouts and branches with-
<br />in abuilding shall be tested by water or air
<br />as specified for drainage and vent systems.
<br />1593.96 Covering work not tested and ap-
<br />proved.
<br />The plumbing system or any part thereof
<br />slall not be covered until it has been in-
<br />spected, tested, and approved as prescribed
<br />in Chapter 93.
<br />1593.97 Certiflcate of approval.
<br />Upon the satisfactory completion and final
<br />test of the plumbing system, a certificate of
<br />approval shall be issued to the plumber by
<br />the Building Official.
<br />1593.98 Test of defective or unsanitary
<br />plumbing.
<br />Where, in the 'opinion of the Building Of-
<br />ficial, the drainage and vent system of any
<br />building has become unsanitary or defective,
<br />such drainage and vent system shall be sub-
<br />jected to a smoke or peppermint test.
<br />CHAPTER 95. GAS PIPING AND APPLIANCES.
<br />1595.01 Scope and application.
<br />(a) General. The provisions of this chap-
<br />ter shall govern the installation, alteration,
<br />and replacement of gas piping; and the in-
<br />stallation, except venting, of gas-fired ap-
<br />pliances (other than space heating appliances
<br />and incinerators) such as ranges, hot plates,
<br />countertop-type cooking equipment, ovens,
<br />broilers and other ,cooking and baking ap-
<br />pliances; water heaters, clothes driers,
<br />ironers and refrigerators.
<br />(b) Exceptions. Provisions governing gas-
<br />fired space heating appliances, incinerators,
<br />chimneys, flues, and gas vents are included
<br />in Chapters 59 and 91; however, gas piping
<br />to such space heating appliances and in-
<br />cinerators shall be installed in conformity
<br />with provisions of this Chapter 95.
<br />1595.02 Permits and drawings.
<br />(a) Requirement. A permit shall be re-
<br />quired for the installation, alteration, or re-
<br />placement of house gas piping or for the in-
<br />stallation of gas-fired appliances required by
<br />this Dwelling House Code to have a flue or
<br />vent connection.
<br />(b) Drawings. Whenever necessary to in-
<br />dicate or explain the installation of a gas
<br />piping system, alteration, replacement or re-
<br />pair, or its relation to existing facilities, a

<br />meanor and upon the conviction of any such
<br />violation such person shall be punishable by
<br />a fine of not more than $300.00 or by im-
<br />prisonment of not more than three months
<br />or by both such fine and imprisonment. Such
<br />person, firm or corporation shall be deemed
<br />guilty of a separate offense for each and
<br />every day or portions thereof during which
<br />any violation of any of the provisions of this
<br />Dwelling House Code is committed, con-
<br />tinued or permitted.
<br />1509.04 Civil Action.
<br />Whenever any person, firm or corporation
<br />fails, neglects or refuses to comply with any
<br />order of the Building Official under the pro-
<br />visions of Section 1509.01 or 1509.02, or
<br />whenever any budding or other structure is
<br />used or occupied so as to be iri violation of

<br />X511.01 Rules and regulations.
<br />The Building Official may promulgate such
<br />rules and regulations .as he may determine
<br />as necessary to supplement or aid in the in-
<br />terpretation of the requirements of this
<br />Dwelling House Code, which regulations
<br />shall be consistent therewith.

<br />or not in conformity with any provision of
<br />this Dwelling House Code, the Building Of-
<br />ficial may in his discretion institute and
<br />maintain in the name of the Municipality an
<br />appropriate action at law or in equity to re-
<br />strain the execution iri violation of this,
<br />Dwelling House Code, to prevent the occupa-
<br />tion or use of such building or other struc-
<br />ture and to prevent or terminate any viola-
<br />tion of this Dwelling House Code.
<br />1509.05 Remedies cumulative.
<br />The exercise. of the rights and remedies
<br />granted in Sections 1509.01 through 1509.04,
<br />shall in no way preclude or limit the Munic-
<br />ipality from exercising any other right or
<br />remedy now or hereafter granted to it under
<br />the laws of the State of Ohio or the ordi-
<br />nances of this Municipality.
<br />UILDING OFFICIAL.
<br />shall have the same force and effect as provi-
<br />sions of this ordinance.
<br />1511.04 Amendment of rules.
<br />Any rule may be amended or replaced by
<br />the same procedure as prescribed for the
<br />adoption of new rules.
<br />1.511.02 Publication of rules.
<br />No rule of the Building Official shall be-
<br />come effective until two weeks after notice
<br />of intention to enforce it shaf 1 have been
<br />posted on at least two bulletin boards in
<br />public places of the Municipality. Any per-
<br />son may, in writing, during the period that
<br />said proposed rule is posted, appeal to the
<br />Board of Building Code Appeals, alleging
<br />that.said proposed rule is unreasonable, ar-
<br />bitrary; confiscatory or contrary to the pro-
<br />visions of this Dwelling House Code.
<br />1511.03 Effect of rules.
<br />Rules promulgated as herein provided
<br />1511.05 Liability.
<br />Neither the Building Official nor any per-
<br />son appointed or employed by him when act-
<br />ing in good faith and without malice shall be
<br />personally liable for damages by reason of
<br />anything done under the provisions of this
<br />Dwelling House Code.
<br />1511.06 Records and reports.
<br />The Building Official shall keep or cause
<br />to be kept a record of. the business of the
<br />Building,,Department. The records of the
<br />Building Department shall be open to public
<br />inspection during regular business hours.
<br />CHAPTER 13. BOARD OF BUILDING CODE APPEALS.
<br />1513.01 Appointment.
<br />' There is hereby established in the munic-
<br />ipality aBoard to be known as the Board of
<br />Building Code Appeals, consisting of five
<br />members who are qualified by experience
<br />and training to pass upon matters pertain-
<br />ing to building construction who shall be
<br />appointed. by the Mayor of the municipality.
<br />1513.02 Tenure.
<br />One member of the Board shall be ap-
<br />pointed for a term of one year, one member
<br />for a term of two years, one member for a
<br />term of three years, one member for a term
<br />of four years, and one member for a term
<br />of five years. Upon expiration of the term of
<br />office of a member of the Board, his succes-
