i <br />2.5 Caunty Disaster (Level 5). A Countv Disaster (Level 5) shall require <br />an Emergency Management Capacity which can only be fulfilled through <br />the involvement of the state and/or federal government and shall only <br />be declared by the COUNTY. <br />RRTICLE 3 <br />CQiIAITY SERt/ICES <br />The COUNTY accepts the relationship of trust and confidence between the <br />? CMEIMS COMMUNITY, the CEM BQARD, the COUNTY, and by this Agreement agrees <br />that it shall provide Emergency Management Capacity in connectian with the <br />CMEIMS, including hut not limited to the following: <br />3.1 Emergency Management Entity. The COUNTY sha!1 establish, sta{f, <br />operate, maintain, and finance an Emergency Management entity, with the <br />advice ?f the CEM BOARD, which shall 6e responsihle for providing the <br />COUNTY's Emergency Management Capacity. <br />' 3.2 CEMAC. The COUNTY shall establish and maintain the CEMAC and sha!I <br />make the appropriate provisians for the staffinq of the CEMAC in the <br />event of a Ma,ior Emergency Incident. The COUNTY shall eperate the <br />CEMRC in accardance with the CMEIMS Protocols. <br />, 3.3 <br />; <br />? <br />ii <br />i' <br />? <br />Emergency Coardinator. The COUNTY shall appoint an Emergency <br />Coordinator who shall serve as the chief administrator offi[er of the <br />COl1NTY's Emergency Management entity. <br />3.4 Emergency Hanagement Capacity. The COUNTY shall maF:e its Emergency <br />Management Capacity availahle to the CMEIMS COMMUNITY in the event of a <br />Major Emergency Incident. <br />3.5 Emergency Management Agreements. The COUNTY shall, with the advice of ; <br />the CEM BOARD, enter into agreements with public and private entities ? <br />far the provision of Emergency Management Capacity to the CMEIMS <br />COMMUNI7Y in the event of a Major Emergency Incident. <br />; 3.6 CEM Board. The COUNTY shall maintain the eristence of the CEM HOARD , <br />and shall, to the degree to which it is capa6le, staff and suppart the ' <br />? CEM BOARD's activities. - <br />ij 3.7 CMEIMS Protocols. The COUNTY shall consider the CMEIMS Protocols ' <br />' approved hy the CEM BOARD and shall approve or disapprove the CMEIMS <br />" Protocols. For disapproved CMEIMS Protocols, the COUNTY shall indicate <br />?i the reason for the disapproval. For approved CMEIMS Protocols, the , <br />,i COUNTY shall, with the advice ofi the CEM BOARD, esta6lish the CMEIMS <br />Protocols' Effective Date. The COUNTY shall comply with the CMEIMS <br />?i Protocols and shall provide the Emergency Management Capacity specified <br />' in the CMEIMS Protocols an or 6efore the Effective Date.
