i: 3.13 Emergency Operat3ans Plan_ The COUNTY shall prepare the Emergency <br />Operations Plan, with the advice and assistance of the CEM BOARD and <br />the CMEIMS COMMUNITY, to fulfill the COUNTY's and CMEIMS COMMUNITY's <br />responsibilities pursuant t? Section 5915.071 ?f the Ohio Revised Code. <br />3.9 Training. The COUNTY shall make available to the CMEIPIS COPiMUNITY, <br />with the advice and assistance of the CEM BOARD, training on Emeraency <br />Management, and utilization of the CMEIMS Protocols and CMEIMS <br />Guidelines. This training shall be in the form of classroom <br />instruction, desk top exercises, and field exercises. The COUNTY shall <br />conduct at least one multi-Regional field exercise in 1990 and every <br />year thereafter. The COUNTY shall assist the CMEIMS COMMUNITY in <br />conducting intra-Regional drills. <br />i3.10 Capacity Inventory. The COUNTY shall develap and maintain, with the <br />assistance of the CMEIMS COMMUNITY and the CEM BOARD, an inventory of <br />Emergency Manaoement Capacity which would he availa6le in the event of <br />a Major Emergency Incident. The COUNTY shall make this information <br />available to the CMEIMS COMMIJNITY. <br />3.11 Technical Assistance_ The COUNTY shall provide, to the deqree to which <br />' it is capable, technical assistance on Emergency Management matters ta <br />the CMEIMS COMMUNITV at the request of the CMEIMS COMMUNITY. The <br />COUNTY shall esta6lish and maintain a library of Emergency Management <br />reference material for use by the CMEIMS COMMUNITY. The aforementioned <br />? technical assistance shall include, hut not be limited to, assistance <br />in planning, organizing, and conducting field exercises. <br />i; <br />?j 3.12 Volunteers, The COUNTY shall recruit and train volunteers to assist it <br />?j in fulfilling its responsi6ilities under the CMEIMS Protocols. <br />3.13 Liaison. The COUNTY shall maintain liaison with county, regional, <br />state, and federal Emergency Management agencies and authorities. <br />l! 3.14 Puhlic Education. The COUNTY shall assist, to the degree to which it ! <br />is capable, the CEM BOARD in its puhlic education activities. I <br />ii <br />i <br />Flf2TICLE 4 <br />CEtt HOARD•S SER{/ZCES <br />The CEM BOARD accepts the relationship of trust and confidence hetween the <br />COLJNTY, the CMEIMS COMMtJNITY, and the CEM HOARD and by this Agreement, agrees <br />that it shall pravide Emergency Management capacity in connection with the <br />CMEIMS, including but not limited to the following: <br />4.1 Membership and Respansihilities.
