ORDINANCE N0. 85-16 <br />Page -24- <br />(iii) Such signs shall not be illuminated in any <br />manner. <br />•(iv) Such.signs shall be located as close to the <br />center of the property as possible as measured by <br />the front footage. <br />(v) Such signs may be displayed no sooner than <br />sixty (60) days prior to an election and shall be <br />removed not later than the day following an election. <br />(vi) Such siqns shall not prevent a vision problem <br />to vehicular traffic. <br />(e) Municipal Functions. Temporary signs for Village <br />functions shall be permitted and shall not be subject to any <br />of the guidelines under this Chapter, except that no such sign <br />shall be permitted in excess of thirty (30) days. <br />1185.17 Areas of Special Control. <br />It is recognized that the regulations provided in this <br />Chapter cannot sensitively handle all of the sign situations in an <br />area as diverse as that covered by the municipality. Theref ore, <br />Council, by ordinance, and f ollowing notice and public hearing, may <br />designate any of the following areas as areas of special control and <br />authorize special provisions by ordinance: <br />Architectural, historic, or scenic areas whose special <br />and unique visual characteristics, or whose visual <br />beauty, requires special sign regulations to insure <br />that all signs used within the area are compatible, <br />with each other. Generally, it is expected that sign <br />regulations in these areas will be more restrictive <br />then those which would otherwise be applicable under <br />this Chapter. <br />1185.18 Prohibited Signs. <br />The following signs are prohibited in all districts within <br />the municipality: <br />(a) Signs which bear or contain statements, words or <br />pictures of an obscene, pornographic, or immoral character, <br />or which contain advertising matter which is aeceptive or <br />untruthf ul. <br />(b) Flashing Signs.
