ORDINANCE N0. 86-15 <br />Page -5- <br />Mayor from and after the effective date of this <br />Section unless such increase in compensation <br />has been enacted by Ordinance and submitted to <br />the, electorate for approval by a majority vote <br />thereof. Such compensation, when so fixed, shall <br />become effective on the first day of January of <br />the following year and shall remain in effect <br />unless and until increase in accordance with this <br />Section. Council may decrease compensation for <br />itself and the Mayor at its sole discretion. <br />Each member of Council shall be compensated equally, <br />both newly elected members and those serving the <br />balance of a term; <br />(b) The Council shall, in accordance with this Section, <br />fix the salaries of all elective and appointive <br />officials. The Council, or the Mayor with the <br />concurrence of the Finance Director, may authorize <br />the payment or reimbursement of expenses incurred <br />by any official, employee or member of any board <br />or commission of the b~unicipality for travel or <br />otherwise in the interest of the Municipality, <br />except that any such expense incurred by the Mayor <br />must be approved by the Council." <br />The question to appear on the ballot shall be as follows: <br />(D) Shall the Charter of Mayfield Village, Ohio <br />be amended so as to require that any increase <br />in the compensation of the Mayor and Council <br />be submitted to the electorate for approval? <br />E. Shall Section 9 of Article III of the Charter of Mayfield <br />Village, Ohio, be amended by deleting the current Section <br />in its entirety and substituting therefor the following <br />wording: <br />"Whenever the office of a member of Council shall <br />become vacant, the vacancy shall be filled by the person <br />who polled the next highest number of votes at the <br />last regular municipal election for that seat on <br />Council. If that person is unqualified to serve or <br />refuses to accept the position then the vacancy shall <br />be filled by the person who polled the next highest <br />number of votes at the last regular municipal election <br />for that seat on Council. This procedure shall continue <br />through the list of candidates who sought election for <br />that seat on Council at the last regular municipal <br />election until a qualified person accepts the vacant <br />position. If, however, the list of candidates is <br />exhausted and no qualified person accepts the vacants <br />Council seat, or if there were no other candidates for <br />
