3. Prepare necessary plans, reports, and data for submission to the <br />Ohio Environmental Protection Agency (Ohio EPA), federal government <br />agencies, or other approving agencies as required, and assist the <br />Owner in obtaining approval of such agencies of the detailed plans <br />and the construction work to be undertaken. <br />Conduct lettings, tabulate proposals, and report same to Owner with <br />recommendations for award. Assist Owner in making awards for <br />construction. <br />SECTION V - SERVICES DURING CONSTRUCTION <br />When authorized by the Owner: <br />A. The E/A shall: <br />1. Prepare the construction contract documents and furnish <br />professional assistance to the Owner as the construction <br />progresses. <br />Such assistance during construction shall be interpreted to include <br />periodic visits to the job by the E/A or their authorized <br />representative; preparation of monthly and final estimates of work <br />performed by the Contractor upon which partial payments to the <br />Contractor shall be based; preparation and approval of all change <br />orders to the contract; review the order of construction and work <br />progress charts submitted by the Contractor; consultation with and <br />recommendations to the Owner in case of noncompliance with or <br />noncompletion of the terms of the contract. <br />Review the work of laboratories in the testing and inspection of <br />materials and equipment to be used in the construction, and receive <br />reports by such laboratories, or bureaus on the material tested for <br />approval or rejection. The cost of such tests and inspection of <br />materials by laboratories, if any, shall be paid by the Owner in <br />all cases where specifications do not specifically require payment <br />to be made by the Contractor. <br />SECTION VI - RESIDENT PROJECT REPRESENTATIVES <br />The E/A shall. furnish Resident Project Representative(s) (as <br />distinguished from general construction services as set forth under <br />SECTION V hereof) as authorized by the Owner. Resident Project <br />Representatives shall spend their full time on the work and shall <br />commence when the Contractor starts construction work and shall terminate <br />when the construction contracts are satisfactorily complete. <br />B.
