-9- <br />(4) Preliminary plan of the drainage system with grade, pipe size, <br />and location o£ outlet. <br />(5) Preliminary plan of the water supply system, if any, with pipe <br />sizes and location of hydrants. <br />(6) Proposed fill or other structure elevating techniques, levees, <br />channel modifications, seawalls, and other methods to overcome <br />flood or erosion-related hazards. <br />(7) Designation o£ all land to be reserved or dedicated for open space <br />or recreation use. <br />(8) Draft of proposed restrictive covenants (if any) to be imposed and <br />areas subject to special restriction. <br />6.12 Review of the Preliminary Plat - Within 30 days o£ receipt o£ the pre- <br />liminary sketch plat, the Board o£ Appeals will hold a public hearing. <br />Within 10 days thereafter it will notify the subdivider oP its approval, dis- <br />approval or approval subject to modifications as a basis for the preparation <br />of the £inal plat. If a plat is disapproved, reasons for such disapproval <br />will be stated in writing. If approved subject to modifications or conditions, <br />the nature of the required modifications will be initiated. One copy of the <br />sketch plat will be retained in the Board of Appeals files; and the other, <br />with notations, and specific changes required, will be returned to the sub- <br />divider at the time of the approval or disapproval. <br />The Board o£ Appeals may require the applicant to submit additional topo- <br />graphic informatioq detailed plans for proposed uses and other information <br />to determine possible £lood or erosion hazards, the e££ect of the subdivision <br />uses upon flood flows, and the adequacy of proposed flood protection measures. <br />The Board of Appeals may consult with expert persons or agencies for technical <br />assistance and advice. <br />6.13 Approval - Failure of the Board of Appeals to act on the preliminary <br />plat within 10 days will be deemed approval of such plat. Approval of <br />the preliminary plat shall lapse unless a£inal plat based thereon is sub- <br />mitted within 30 days from the date of such approval, unless an extension <br />of time is granted by the Board o£ Appeals. <br />6.2 FINAL PLAT <br />6.21 The final plat shall conform substantially to the preliminary sketch <br />plat as approved. It may constitute only that portion of the approved <br />preliminary sketch plat which he proposes to record and develop at the time, <br />if such•portion confoxms to all requirements. <br />The final plat shall show "as-built" conditions except in those instances <br />in which the subdivider posts a bond in lieu of installing required improve- <br />ments as provided in Section 4.1. In such cases, prior to the release of <br />posted bonds, the Board of Appeals shall require that the subdivider submit <br />for approval "as-built" development plans which conform exactly to field <br />conditions. "As-built " development plans shall be submitted in duplicate <br />at a scale of One (1) inch equals 50 feet and shall contain all information <br />required on the "final plat" except that certifications other than that of a <br />
