"SECTION 31.2 APPLICATION FOR APPROVAL <br />"SECTION 31.3 <br />An Application for Approval of a Preliminary <br />Plan for Senior Citizens Type Housing Develop- <br />ment, as defined in Section 31.1 hereinbefore, <br />may be filed by a developer with the Planning <br />and Zoning Commission, for the purpose of in- <br />forming the Village as to the extent of the <br />proposed development, to evaluate and relate <br />the proposed site to community facilities, the <br />surrounding neighborhood and planning policies <br />and objectives as established. The develop- <br />ment shall be designed in accordance with the <br />criteria set forth herein. Such housing shall <br />be administered and restricted as to occupancy <br />to persons sixty (60) years of age or older, <br />or as to married couples, one of which must <br />be sixty (60) years of age or older. Protif <br />of age may be required upon demand by the <br />Building Inspector. <br />SITE CHARACTERISTICS AND CRITERIA <br />The site should be adequate in area and <br />dimensions to assure a density and land <br />coverage compatible with the surrounding <br />residential neighborhood, to provide ample <br />outdoor livability areas for recreation and <br />passive activities; and <br />The natural features of the site should be <br />amenable to the early creation of an attractive <br />landscape setting -- the site will be the <br />residents' immediate and total environment; <br />and <br />The site should be adequate to fully accommo- <br />date the housing types, facilities and services <br />to be provided, and moreover; <br />The site should have such dimensions and <br />characteristics so that it can be designed <br />and developed to create safe, convenient <br />and attractive Senior Citizen Housing in <br />accord with the following design criteria. <br />"SECTION 31.4 PLANNING AND DESIGN CRITERIA <br />Senior Citizen Housing shall be designed <br />specially for the particular age group, <br />incorporating necessary safety and convenience <br />features. The site amenities provided should <br />be more attractive than for normal multifamily <br />
