• Disaster events will be managed independently until multiple response <br />agencies become essential, and/or internal resources are exhausted/nearing <br />exhaustion. <br />• Mutual, aid and resources from outside Mayfield Village may not be <br />immediately available. <br />• Coordination between Mayfield Village, neighboring communities, and <br />Cuyahoga County will be maintained. <br />• Effective disaster preparedness requires ongoing public awareness and <br />education programs to ensure citizens will take appropriate action. <br />• Spontaneous groups of responders and resources may cause traffic <br />congestion and place extra strain on already degraded lifelines and <br />facilities. <br />• Communications between the responding agencies will be accomplished <br />using established networks. <br />• Throughout this document, the terms "emergency" and "disaster" are used <br />interchangeably to refer to an imminent threat or occurrence that can result <br />in loss of life, causes suffering, and damages property and/or the <br />environment to the extent that local resources are overwhelmed. <br />3.0 CONCEPT OF OPERATIONS <br />3e1 Genera! Guidelines <br />The general concept on which this document is based represents ,years of on- <br />scene emergency command and control. Each incident is unique and requires <br />different prevention and response measures. Therefore, adhering to the <br />guidelines. of NIMS and the National Response Framework (NRF), Mayfield Village <br />stands ready to meet these challenges. Every Mayfield Village department or <br />office may be required to respond to an emergency: If a department does not <br />have a specific response role in a given emergency, that department may still <br />be relied upon to support responding departments. <br />Responsibility for the direction and control of Mayfield Village resources during <br />an emergency situation is vested in the Mayfield Village Fire Chief. Upon <br />request, the Mayfield Village Fire Department will activate and manage the <br />Mayfield Village Emergency Operations Center (EOC). The EOC is the <br />operations area from which emergency response activities can be directed, <br />coordinated, and/or supported.
