C. Use of Village Cellular Telephones <br />Employees are expected to exercise good judgment while using cellular <br />equipment. Village cellular phone equipment is provided in order to conduct <br />Village business. In addition to Village business, cellular phone equipment may <br />be used for essential personal business, as long as it does not interfere with the <br />conduct of Village business. <br />2. Cellular phones were introduced to increase work efficiency during normal <br />business hours and for emergency calls after normal business hours. To provide <br />this service as the most cost-effective method, the Village has entered into a <br />pooled minute program. The Village has adopted a program that allows up to 450 <br />anytime minutes per phone for an entire month for all current cell phone users of <br />Verizon with free nights and weekends, with the pooled rollover of unused <br />minutes. <br />3. The current pooled minute program (9-09) selected by the Village, which may be <br />adjusted and/or modified from time to time, is spelled out below: <br />a. The total number of minutes allocated to this program is 450 per month <br />per phone with the pooled rollover of unused minutes. Any usage over <br />that will be charged at the contracted rate charged by the provider and <br />which is subj ect to change based upon subsequently entered into service <br />provider agreements. <br />b. The 450 minutes only relates to incoming and outgoing cellular calls made <br />between the times of 7:00 a.m. to 9:00 p.m. Monday through Friday which <br />is considered "peak" time. <br />4. Village cellular phone equipment shall be used for appropriate business purposes <br />in the most cost-effective manner possible (i. e., using free cellular calls whenever <br />possible). Ceilular phone equipment should be used when other means of <br />communication are not available. Such use is defined to be appropriate when an <br />employee must make a call related to furthering Village operations, but does not <br />have access to a regular Village telephone, and the contact cannot or should not <br />wait until returning to the office. The following are some examples of the type of <br />cellular phone calls that may be determined to be official business made in the <br />interest of Village business. However, employees are expected to utilize a <br />landline first if available for these calls. <br />a. An emergency or urgent condition where no other form of communication <br />is immediately available; <br />b. Calls to home or doctor if an employee or member of immediate family is <br />injured or becomes sick; <br />-3-
