FY07 UASI Griint AppliC2tion <br />Construction and Renovation: Use af FY07 UASI funds far construction and <br />renovation is generally prohibited exc;ept as autl'uied below. Such construction and renovation <br />shall be strictly limite,d and allowable oiily when it is a necessary component of a security system <br />at critical infrastructure facilities. <br />Project constructinn and renovation nat exceeding $1,000,004.00 is allowable, as <br />deemed necessary by the Executive I7ircctor and the National YrepAredness <br />Directorate, These program funds may be used for canstruction and renovation <br />projects only when those projects specifically address enhanced security at critical <br />infrastructure facilities. '1"he following actions and improvements are considered <br />to conslitute construction or renovation, and must follow ihe approval process <br />autlined below, <br />o Canstruction aiid/or renovation to guard facifities. <br />a Any other construction or renovation efforts lhat change or expand the <br />faatprint of a Facility or structure, including security enhancements to <br />improve perimeter seCUrity. . <br />? The failawing actions and' improvcments arc allawabtc as, rion-construction <br />activities under specific federal grant program guidance but mu,st still comply with <br />Nativnal Environmentaf Policy Acl (NEPA) and other relevant provisions if <br />rcyuired. <br />o Tmproved lighting. <br />v Fencing, <br />o Closed-circuit telcvisian (CCTV) systems. <br />a Motion -detection systems. <br />o Barriers, doors, gates and related security enltancements, <br />• In addition, the erection of cammunications towers that are included as a project <br />under the Interoperdble Communications Tnitiative is allowable, subject to all <br />applicable state, federal and local laws, regulations, and licensing provisions, to <br />include but not limited to NEI'A and FCC provisions as applicable. <br />In order for the Urban Area ta budget for canstructian and renovation casts under UASI, <br />their Praject narrative must contain: <br />'• A dESCription of the Asset Qr .fiacility, its location, whether the infrastructure is <br />publicly or privately owned, and a desariptian pf the construction or renovation <br />praject. 4 Certifipation that a facility vulnerability assessment has been conducted for the <br />- - - - -- - <br />aci iry - - <br />• An outline addressing how thc canstruction or renovation project will address the <br />iclentified vulnerabilities from the asscssment. <br />• Gonsequences of nat implementing the construction or renovation projcct. <br />Approval of the constructian or renovation Praject will first be reviewed and evaluated <br />by OEMA's Grants I]ivision T`]irector. If npt acceptable, the Project wiil be rojeoled in whole or <br />returned for f'urthcr cldrificatian, Qnce acceptablc, the Projcci will be forvva.rded by OEMA to <br />DHS for final approval or dcnial. 17Vritten approval will bc provided by DHS prior to the use of <br />any funds I'or construction ar renovation.
