<br />of Mass Destruction Training Program Course Catalog or the "Federal Sponsored Course
<br />Catalog" to anly three deliveries statewide. Approvals will be made on a first come, firsl served
<br />basis: Unce the samc non-D14S course is delivered three times, no f'urther deliveries of the
<br />course will be authori•r,ed or approved until the course is institutionalized and approved by DHS.
<br />OEMA's "fraining Section will aleri counties when any such course has been taught three limes
<br />and is no Ionger avttilable to be taught locally. To deliver that course again, DHS must approve
<br />the course as outlined below under "institutionalizing a Course".
<br />Ynstitutionalizing g Course
<br />Counties, S'late and local agencies, and jurisdictions may, as A Project, submit a course
<br />for approval by DHS. If lhe course is approved it becomes eligible for repeat dcliveries using
<br />DI-iS grant funds withoul prior approval. The course must meet the above listed criteria before it
<br />is submitted for approval.
<br />1'o submit a course far approvAl, a county, State or local agency, ot jurisdiction must
<br />submit the follawing documentation tv the OEMA Training and Cxercise Officc. Once the
<br />documentation is received, OLMA will review the submission for complction and work with the
<br />subn,itting entity to address any shartfalls or questions. Once Ehe OLMA determincs the
<br />submission is complete they will farward it tq DI-YS for revicw. Reyuired supporting training
<br />materials to be included are:
<br />1. Missian Area: 'r'he submitting entity will ideniify thc rnission arca(s) of the course
<br />and materials submitted. "The following missian areas will be used as defined in the Goal and
<br />supported by the 1'CL,: Frevent, Protect, Respond, Recover, andlor common.
<br />2. 'I'arget Audience: The submitting entity will identify the targel audiencc(s) of the
<br />course and matcrials submitted. The fallowing list of disciplines should be used: fire service,
<br />law enforcement, emergency managemcnt, emergency medical services, hazardous materials,
<br />public works, public health, health care, public safety cammunications, governmental
<br />administrative, cyber security, agriculmre security, food socurity, private seciuity, and citizcns,
<br />3. LeVel of Training: The submitting entity for alI rcsponse area training will identify
<br />the Icvel(s) of training of the course and matcria]s su6mitted. EaCh submission must be
<br />identified as Awareness, Perfarmance-DeFensive (OSHA Operations}, Perforrnanc.e Offensi•ve
<br />--(OSHA Technician), '05I-TA Specialisf, Planning/Management (OSHA Command) Levels. Mare

<br />4. Program of Instruction (YOI)/Syllabus; The PQI or syllabus is an outline, or matrix
<br />of the course cantent, It addresses the scope of the training, course learning objectives, duration
<br />af the training (broken down by module, session, or lesson), resource requiremenis, instructor to
<br />student ratip, and an evaluation strategy. These items are not all-inclusive, but are the minimum
<br />categorics that should be addressed.
<br />5. Training Supporl Package (TSP): The I"SF is all of the matcrials associatcd with the
<br />delivery of the training caursc. Items that shauld be in the TSP are:
