1:Y07 UASI Granl Applicatiqn <br />S) Lxercisc: <br />Project Overview <br />'Che United States Department of Hameland Security (DHS) Homeland Security Grant Program <br />(HSGp) provides for expcnses related to lhe design, conduct, and evaluation of Chemical, <br />'BiologiCal, kadialogical, Nuclear, Explosive (CBRNE) cxetcises, as wc11 as natural or <br />technological disaster exercises, as long as the scenario is catastrophiC in scope and si7_e, as <br />defined by the Nationa! Response Plan. <br />The exercise portian of the FY 2007 Homeland Security Grant Program (HSGI'), af which the <br />Urban Area Security Tnitiative (UASF) is a component, is a two (2) year program and will <br />continue with the implementation aI' a.progressive excrcise program invulving exercises of <br />increasing complexity. These cxercises will build upon the foundation lhat was established <br />under previaus State Damestic Preparedness anc} Homeland Security Grat1t Exercise Prograrns. <br />[Jrban Area Security lnitiative (UASI) Areas that conduct an exercise under this program musi <br />do so in a progressive fashion (i,e. tabletop artdlor functional exercises must be conducted prior <br />to a• full-scale exercise being conducted). Full-scale exerciscs will require the apening of an <br />crnergency operations ccnter (EOC). UASI Areas are responsible for all cpsts assboiated with <br />the exerciscs they canducl (i.e. contractarslconsuItants, overtime/backfill, travel, supplies, othcr <br />items, etc.). See the Exercise Program Management and Implementatian Requirements af this <br />guidAnce for aliowable categories for exercise exgenditures, <br />'T'hc performance period will end on March 31, 2010 and all exercise activities, including after <br />action reportlimprovemcnt plftn (AAIt/TP) submissians, that are part of this grant pracess must be <br />completed by that date. <br />The UASf Areas may obtain the services of a qualified contractor/consulting tirm for <br />developing, conducting, evaluation, and improvement planning their exercises, provided the <br />contractors assigned to the exercise have successfully completed the tihree (3) day Home]and <br />Security Fxercise and Evaluation Program (HSEEI') Mpbile Training Course. Contractors must <br />provide eertificates of cornpletian for the exercise staff assigneci to thc exercise and/or any <br />assuciated excrcise projects. These cerlificates rnust be pravided to the Exercise Program <br />Manager at OEMA for review and approval prior to any CQnlTACt work being assigned or <br />completed. Additionaliy, for those UASY Areas that wish to utilize consultants, thc consultant(s) <br />must mcet this sarne criteria and a scope of work detailing thear job duties must be provided and <br />approved by the OEMA-Excrcise Program Manager. Failure to abide with this process will <br />- result in a denial of exercise furids: - <br />UASI Areas that obtain the scrvices of a quaiitied contraotor/consulting firm wiil be required to <br />enter inta contracts in accordance with their local procuremcnt and cantracting procedures and <br />should contact the OEMA Exercise Program Manager for technical guidance in regards ta thc <br />scope of wark that should be included in the contraet.
