FY07 UASI Grant Appfication <br />• L-3 Communications <br />UASI Arcas that wish to develop exercisES without the services of a iocally hired coniractor, as <br />outlined above, may do so provided they have exercise planning team members that have <br />completed thc Homeland Security Exercise and EvaluaYion Program (HSEEF) Mobilc Training <br />Course. Each UASI Area developing exercises without contractor support under the F'Y' 2007 <br />HSGCI' must have at leasl two (2) members of their planning team that have completed this <br />course (3 or more are rec:ommended). To assist the UASI Areas with this requiremeni, the <br />HSEFP Mobile Training Course will be offercd by OEMA. <br />Ta participate in or conduct exercises utilizing FY 2007 HSGP UAS1 funds, the UAST Areas must agree to adhere to the following guidclines dtiring the exercise prograrn grant period: <br />l. Atl exercise aCtivities fundcd under the auspices af this prpgram mu,si comply with the <br />US Depanrnent of Homeland Security's Homeland Security Exercise and Cvaluation <br />Program (HSFEP) Volumcs, I-IiI and the State af Ohio's Muiti-Hat.,,ard Exercise And <br />Evaluation Manual (FEM). I•ISEEP materials are availab[e via the Internet at <br />https://hseep.dh5.eov. Programmatic information reqnests should be directcd to the <br />OEMA E-xcrcise T'rograrn 'Manager at (614) 799-3660. Requests for the State of Ohio's <br />Multi-T-la•r.ard E'EM should be made to this nurnber as well. <br />2. All sub-grantees and contractors are required to comply with the exercise process as <br />idcntified in the HSFEP guidelines and the State af OhiU's Mu1ti-Ha7,ard CEM. <br />Questions shouId be directed to the OEMA Exercisc Secdon. <br />3. For exerciscs that are being combined for joint exercise crcdit, the exercises must include <br />a specific CF3ItNrL hazard and not cross thc bc>undaries between diff eeent hazards (i.e. <br />biological and chemical). T'hey must also be of simila,r typc (i.e. the combining of a <br />tablelop and d functional exercise is not permitted), <br />4. Exercise planning mt:st begin 2-4 months in advance of thc projected exercise datc far <br />tabletop exercises (7 I'Xs)', 4-8 months in advance of thc projected exercise date for <br />functional exercises (FEs) and 8-12 months in advance of the projccted exercise date for <br />ful[-scale . exercises (FSts). It is impcrative for a representaCive frorn OEMA to be <br />presenl at the Initial Planning (;onfercnce (IPC) for each exercise to cnsure uniforrnity in <br />the exercise design process. 5. All planning conferencc and exercise dates must be approved by the ORWA Exercise <br />Program Manager. 6. "l'he exercise scenario and objeciives must be approved by the OEMA Exercise Staff. <br />7. Each 'I"I'X must have a Situation Manual {SiTMAN} and a 1'owerPoint presentation <br />developed in accordance with the applicable I-ISEET and State of Ohio format. All <br />materials must be submit.ted fvr review to OEMA's Excrcise Section a5 they are <br />dcveloped. All materials must be submitted for a ftnal review to OEMA's Exercise <br />Section at least 30 days in advance of the exercise, <br />8. Each FE and FSE must have, in addition to the scenario, an Exercise Plan (F,xPlan), <br />Controller and F,valuator (G/E) Handbook and a complete Mastcr Scenario Cvents List <br />(MSFL) developed. These documents, as well as the scenarip, must bc developed <br />according to tlie HSFFP and State of Uhio forrnat and provided to OEMA for approval as <br />they are developed.
