(2) At least foiuieen (14) davs brior to <br />commencing any oil or as well drilling operations <br />within the Village and without regard to whether such <br />pperation is being performed pursz2ant to a permit <br />issued under Ohio R.C. 1509.06, the Permit Holder or <br />Surface Owner shall submit to the Buildin? <br />Commissioner a line-of-site pian of sufficient quali <br />and detail as will trulKand accura#eiy depict the actual <br />appearance of the well, includin s?torag;e facilities and <br />all other equiument appurtenant thereto, fi•om the <br />following locations: <br />(i) All adjacent public ri htg s-of _ <br />way: and <br />(Iij All adjacent parcels not also owned bv <br />the Sux-£ace Orvner or, if owned bv the Surface Owner, <br />not used in a common manner and/or as part of a <br />common site development. <br />The line-of-site plans shall take into <br />consideration the len thg of anv nublic ri ts-of-way or <br />property lines abuttin_.g..the_parcel where the well is to <br />be located and, when the distances involved are <br />significant enough to warrant multiple line-of-site <br />renderings along anv such Iines, the Building <br />Commissioner mav in i3is sole ciiscretion request from <br />the Surface Owner or Permit Holder such additional <br />plans. In the sole discretion of the Building <br />Commissioner, if a topographical map tivill suffice for <br />purposes of this section, the Builclin C? ornmissioner <br />mav waive the requirement for line-of-sight plans and <br />utilize tlze topo c??aphical map. <br />(3 The -vvell, includin sg tarage facilities <br />and_alI_other eq,uipment appurtenant thezeto, shall be <br />fullY screened at eye-level view from the locations set <br />fozlh in subsections (2)(1and (i) as follows: <br />(i) The built and natural environments in <br />the area, as well as the topogrgphy, shall be taken into <br />account to ensure full sci•eening at eye-level view.
