Task 4 - Agencx Coordination: URSG will conduct regulatory agency coordination for the project. This <br />will include printing additional copies of the report and submitting them to the Corps, Ohio Department of <br />Natural Resources (ODNR), Ohio Environmental Protection Agency (OEPA), U.S. Fish and Wildlife Service <br />(USFWS), and U.S. Environmental Protection Agency (USEPA). Endangered species coordination with the <br />USFWS and ODNR would be conducted as well as cultural resource coordination with the State Historic <br />Preservation Office. URSG will meet with regulatory agencies in the field for one (1) meeting, if required. <br />Additional tasks resulting from the agency coordination and/or the field verification meeting are not included <br />within this scope of work and will be considered additional work. <br />Task 5 -Provide Wetland Survey Services: Accurate wetland surveys aze required in order to incorporate <br />existing wetland azeas with proposed wetland mitigation azeas and stormwater management areas. URSG will <br />provide survey services to locate and accurately map wetlands/waters flagged boundaries. These surveyed <br />boundaries will be inserted into project base mapping and wetland impact acreage figures will be updated. <br />Task 6- Application Preparation: URSG will prepare an application for an individual Corps § 404 permit <br />and an individual OEPA § 401 water quality certification and provide ongoing application coordination <br />services. <br />• Attend Two (2) Alternative DevelopmentlAnalysis Meetings: Prior to and concurrent with <br />performing Tasks 3 and 4 described below, URSG environmental staff will meet with Longaberger <br />staff and/or their other consultants to develop and analyze feasible engineering and mitigative <br />alternatives. <br />• Analyze and Document Stream Water Quality (If Required): Should the selected preferred <br />alternative impact the intermittent stream on the site, URSG will analyze and document the stream <br />segment's water quality. The stream will be field-investigated and an OEPA Qualitative Habitat <br />Evaluation Index (QHEI) form will be completed for the segment. <br />• Prepare Alternatives Analysis portion of Joint Application Document: URSG will continue to <br />analyze and document the alternatives generated in Task 1. This analysis will be prepazed in the <br />form of OEPA §401 water quality certification application Questions #10(a-j). <br />• Prepare Draft Conceptual Mitigation Plan/Mitigative Technique Alternative: URSG will <br />prepaze a draft conceptual mitigation plan (which will include the mitigative technique alternative <br />per OEPA's requirements) to offset project impacts on wetlands and/or streams. URSG will plan <br />mitigation in accordance with published Corps and OEPA mitigation policies that is both cost <br />effective and can be accomplished in a timely manner. These policies call for at least partial <br />mitigation onsite and in-kind where practicable. URSG will focus mitigation planning efforts on <br />replacing the functions and values currently provided by existing wetlands andlor the stretch of the <br />unnamed tributary to be impacted, especially floodflow alteration, water quality improvement, and <br />aquatic/wildlife habitat. The draft mitigation strategy will be informally coordinated with the Corps, <br />OEPA, and other involved agencies via phone, FAX, e-mail, etc., to solicit comments/approval on <br />the plan. <br />Prepare a Corps §404 Permit/OEPA §401 Water Quality Certification Joint Application <br />Document: URSG will prepaze a Joint Application Document for a Corps §404 permit and for <br />OEPA §401 water quality certification. The Joint Application Document will include filled-out <br />copies of the Corps §404 permit application form (ENG Form 4345) and the OEPA §401 water <br />quality certification application form (401\applicat.401).
