individual may place a political sign on a property, they must obtain the consent of the <br />owner of the property. <br />(9) Signs shall be securely fastened to the support stakes or posts, and inserted or anchored <br />to the ground in such a fashion that weather conditions will not cause them to fall, bend, <br />lean or twist. <br />(10) Any damage to property caused by the signs shall be repaired upon removal. <br />(11) Only the signs wluch are of candidates or issues which are on the ballot for electors in <br />the Municipality shall be permitted to be located within the Municipality. <br />(12) Candidates are personally responsible to keep a constant watch on their signs and to <br />maintain such signs in good condition, and to insure their continual compliance with this <br />Code. In the event signs are no longer in good condition and are found to be deteriorating, <br />candidates are personally responsible to replace or remove such sign immediately. <br />(13) Any violation of this section shall cause notice from the Building Commissioner's <br />office to the candidate, who shall correct the violation immediately, but not more than <br />seventy-two hours from the time of the notification. Thereafter, the Building Commissioner <br />shall have the authority to move the location of such signs to comply with the requirements <br />of this section. In the event there is no location on the lot to appropriately place the signs, <br />the Building Commissioner shall contact the candidate to dispense with the sign or make <br />other arrangements with the property owner. In regard to signs placed in violation of this <br />section in the right-of--way or on public property, the Building Commissioner shall have the <br />authority to remove such signs and place them in the Service Garage for seven days, and <br />may destroy such signs thereafter if not claimed by the candidate. <br />(e) Temporary Signs. Temporary signs, including special event signs, promotional signs and <br />other similar signs are permitted subject to the following provisions: <br />(1) Portable menu and sandwich boards shall be permitted. Such signs shall not exceed <br />nee-E9} two (2) square feet by three (3) square feet. Such signs shall be placed no less than ~~ <br />ten (10) feet from the publicright-of--way provided an unobstructed walkway is reserved for <br />such public passage. All such signs located in the right of way shall be approved by the <br />Building Commissioner. Signs shall be permitted during business hours only. <br />(2) Banners, including temporary advertising, special event or announcement type <br />banners, shall be permitted after approval by the Building Commissioner as to their size and <br />location and so long as the banners conform with the regulations set forth below: <br />A. The banner shall be attached to the front of the building and shall not be <br />displayed for longer than seven days for periods not to exceed twice in any calendar <br />year. <br />B. The banner shall not exceed two (2) square feet by three (3) square feet of <br />total sign coverage at any given display event; and <br />C. No more than one banner maybe erected or displayed for any given business or <br />event at any one time. <br />
