Mr. Puzenski: The center of population is to be served in the <br />Village of Mayfield. <br />Q. Mr. Taylor: Would it be possible to build a sewage treatment <br />plant in the Chagrin River Valley_to provide for the <br />sewage,from.this. area? <br />A. Mr® Puzenski: This solution has been considered and the use of <br />the City of Cleveland°s easterly disposal plant <br />wi1.1 be more ecnnomical. <br />Q. Audiences Is this improvement to be assessed against all for <br />'the benefit of the present sixty eight sewer <br />connections? <br />A. Mr. Puzenski: Assessments are to be made on the basis of local, <br />present and future benefits. <br />Q. Aucli.ence: How are .those px°operty owners outside of the <br />Village of Mayfield to be assessed? <br />A. Mr. Puzenski: The persons who are property owners outside of <br />the Village of Mayfield are to be assessed on <br />the basis of local, present and future benefit. <br />Q., Mr® Endress: What area comprises Sewer District Number Three? <br />A. Mr. Puzenski: Sewer District Number Three is composed of Beachwood, <br />part of Gates Mills Lyndhurst, South Euclid, part <br />of Cleveland Heights, Mayfield Heights, Mayfield <br />Villages Highland Heights' Richmond Heights, part <br />of University Heightso <br />Q. Audience: Will these be a~ storm sewer installed at the same <br />time the sanitary sewer is installed? <br />-A. Nfr. Puzenski: No storm sewers will be installed at phis time. <br />Q. Audiences Is the ability of the property owners to pay <br />considered in this proposed assessment? <br />A. Mr. Puzenski: The county has assumed to pay one half of the <br />local present and future benefit cost for this <br />reason. <br />Mayor Hodgson stated that eventually a county°~vide sewage disposal district <br />is envisioned for the whole of Cuyahoga County. The aim is to allow the <br />development of dormant property. <br />Q. Audience: How is the property ovmers proportionate share <br />to b e determined? <br />A. Mr. Puzenski: An assessment map will be drawn and benefit zones <br />will be incorporated into this map. The assessments <br />in the different zones will be at a different rate <br />on the basis of whether the benefit conferred is <br />immediate or prospective and on the contingent <br />probability of future benefit. There is also the <br />local assessment for installation ro~nich will be <br />rt assessed only when and where the local mains are <br />installed. <br />~. <br />1 <br />1 <br />1 <br />
