The Clerk explained his expense budget and his estimate of income for 1951. The budget, stated the Clerk, was a rock-bottom estimate of 1951 expenses foreseeable at the time. He pointed out that unforseen expenses had already added to those included in the budget and surely would continue to do so in the future, mentioning the Andraws suit against the Village and several other items as examples of these unforseeable expenses. The est~?.mate of income vras, he added, based upon our experience in 1950, with due allowance for an increase in assessed valuation for real estate tax purposes. Ma,~or Srvanson stated that the police are underpaid and that the taxpayers want and are entitled to police protection. He asked .Council to consider requesting an additional levy in the coming election to increase real ::~ -. _ estate tares, stating that Council had reduced real estate taxes last year by one mill and that any number of people have been wondering why. In accordance v~rith the recommendation of the Finance ~Cemmittee, Council took no action to increase the pay of the police officers or to promote Patrolman Patterson at this time. _ It was moved by Mr. Hall, seconded by Mrs. Cass, that Mayor Swanson. appoint a committee of not less •than three from Council to consider ways and means of reducing expenses or increasing revenue. It was moved by Mrs. Cass' seconded by_Mr. Hardman, that the rules of law requiring an Ordinance to be read on three separate occasions be suspended.
