The Clerk explained his expense budget and his estimate of <br />income for 1951. The budget, stated the Clerk, was a rock-bottom estimate of <br />1951 expenses foreseeable at the time. He pointed out that unforseen expenses <br />had already added to those included in the budget and surely would continue to <br />do so in the future, mentioning the Andraws suit against the Village and <br />several other items as examples of these unforseeable expenses. The est~?.mate <br />of income vras, he added, based upon our experience in 1950, with due allowance <br />for an increase in assessed valuation for real estate tax purposes. <br />Ma,~or Srvanson stated that the police are underpaid and that <br />the taxpayers want and are entitled to police protection. He asked .Council <br />to consider requesting an additional levy in the coming election to increase real ::~ -. _ <br />estate tares, stating that Council had reduced real estate taxes last year by one <br />mill and that any number of people have been wondering why. <br />In accordance v~rith the recommendation of the Finance ~Cemmittee, <br />Council took no action to increase the pay of the police officers or to promote <br />Patrolman Patterson at this time. _ <br />It was moved by Mr. Hall, seconded by Mrs. Cass, that Mayor <br />Swanson. appoint a committee of not less •than three from Council to consider <br />ways and means of reducing expenses or increasing revenue. <br />Ro11 Rall ~ Ayes- Messrs Hardma.n,Scheuring,Taylor,Godfrey, <br />Cass and Ha11 <br />Nays - None. <br />Motion Carried <br />Committee Appointed <br />Mayor Swanson appointed NIr.
