Our Engineer said that there was suff icient right o£ way, but in this right <br /> of way"there were trees and fences and shrubs and there w as two points to <br /> consider, the widening of the road, which does not appear on the schedule, <br /> and the cost of installation, with the ditches and trees and fences, which <br /> are on the right of way. In looking at the sight o£ way, it might cost as <br /> much to grade and take out trees as it would be to put in sideEaalks; however, <br /> there is adequate right of way. <br />Mayor Endress then read a copy of a letter he had sent to the Director <br />of Highways of the State of-Ohio, in which he pointed out the great danger <br />due to lack of lighting facilities at the ramps and approaches and exits <br />on the Interchange. <br />Mr. Mason, reporting for the Finance Committee, said that they had <br />had no meeting, but had checked the Pay Ordinance and found it to be all righte <br />It was then moved by Mra Shaw, seconded by Mr. Bennett, that Pay Ordinance No. <br />479-P be approved and passed as read. <br />Roll Call: Ayes - Messrs Bennett, Shaw, Mason, S1oan and Belzer. <br />Nays - None. <br />:Motion carried <br />- Pay Ordinance Passed <br />In the absence of Mre Wedler, Mapor Endress then gave a report of <br />the Planning and Zoning meeting of July 8, 1963, and read the Minutes of this <br />meeting to Council. The Planning aad Zoning Commission considered Mrm Post°s <br />request for rezoning and stated that this request had been turned over to <br />Mr. Abendroth of the Regional Planning Commission f or study to see if such <br />a request was feasible and would have an answer by the next Planning and <br />Zoning meetittg. The Committee also looked-over plans of Mrs. Prujohn to <br />erect a commercial building on Wilson Mills-Road,. Mr. Kaplan and the Big <br />Four Lumber Company also submitted plans f or apartments on a parcel 186 <br />feet by 675_feet on the extreme Southwesterly portion of the Village. The <br />Commission held these plans for f urther study. Mr. Hoag said that this fell <br />within our apartment house ordinance and our ord-inance reqnires three hundred <br />f oot frontage. This parcel has only 186 feet frontage and no side yards nor <br />distances between buildings,-so that the builder and Mr. Kaplan have been infbrmed that they do not come within our ordinance. To sum things up, they <br />do not meet our ordinance and do not have a tie-in to'theback of the street <br />that was proposed for the Kaplan Developmenta They probably thought of it as <br />the property was before it was rezonedm At this point Mr. Bennett s-aid that <br />we should discuss garage doors and we should have this in our ordinance, that <br />the £irst thing we know they will knock out the doors and all have carports> <br />Mayor Endress said that we were helpless and could not prevent"it. Mr. Edelman <br />then said that an ordinance could be prepared, but he thought that it should <br />be cleared with the Regional Planning Commission and that he would check with <br />them. Mayor Endress then asked Eor a report f or the next meetinge Ms. Bennett <br />said that we shotild get the ball rolling on this ordinance and Mr. Edelman <br />said that he would prepare something f-or the next meeting. <br />Mr. Edelmen then reported that with refexence to the SOM Road main that <br />all the pToperty owners had be2n served and we were nbt ready £or an ordinance <br />to proceed. <br />3.
