on installation of street lights in the Village. The Committee thett recommended <br />that Council approve street lighting for only main streets such as Wilson Mills <br />Road, SOM Center Road, Zander Road and Highland Road. Mr. Edelman was asked <br />to prepare legislation on this lighting for the next meeting. The Committee <br />thea took up a littering ordinance and recommended that this ordinance be <br />presented to Council f or their approval. Mr. Edelman then read this ordinance <br />to Council. <br />Mr. Mason, seconded by Mr. Shaw, then introduced Ordinance Noa 845 <br />entitled: -"An Ordinance Governing the Exterior Appearance and Condition of <br />Premises and Providing a Peaalty f or Violating Thereof", which ordinance.was <br />read to Council. <br />It was moved by Mr; Belzer, seconded by Mr. Walker, that the rules o£ <br />law requiring an ordinahee-to be read on three different occasions be suspended. <br />Roll Call: Ayes - Messrs Shaw, Bennett, Walker, Mason,Sloan & Belzer. <br />Nays - None. - <br />Motion carried <br />Rales Suspended <br />It was moved by Mr. Belzer, seconded by Mr. Shaw, that Ordinance No. 845 <br />be approved and passed as read. <br />Roll Call: Ayes - Messrs Shaw,Bennett,Walker,Mason,Sloan &_Belzer. <br />Nays - None. <br />- Motion carried - <br />. Ordinance Passed <br />Mayor Endress then said that copies of this ordinance should be placed <br />in Mrm Wieland's possession. , . <br />Mro Belzer then reported that Mr. Edelman was to have an ordinance <br />prepared on picketing and mass demonstrations. Mr. Edelman said that we had <br />ordinances on Assault and Battery and Disorderly Conduct and that that was all <br />that the City of Cleveland had and that if anything of that nature occurred, <br />that we could use the State Lawo that he did not think the Village was <br />interested in fines and the State laws were stiff enough and could be enf orced <br />in-the Lyndhurst Court. He said that he had not formulated anything to cover <br />this that was not in the State Law. Mayor Endress said that he did not think <br />we ne2ded an ordinance if the State Law covered this situation. There was a <br />great deal of discussion in Council on this matter. Mr. Bennett asked what <br />would be done if this happened at one of onr schools. Mr. Edelman reiterated <br />all through this discussion that it was unconstitutional to stop peaceful <br />gatherings or pickets. Mr. Edelman said, however, that he could prepare some- <br />thing like the State Iaw, that Shaker Heights had something that called for <br />people to register and the conrts had declared.this unconstitutional. The <br />police said that they had merely asked f or something like the State Law, bat <br />could use the State Law just as well. . <br />Mso Sloan then aslced about the status of the sewer on Metro Park Drive. <br />Mr. Wieland said that it had been wet and he could not finish it.
