said that this. should have high priority. Mr. Wieland said that he would get
right a£ter it, that the plan he had woald not work because he had to dig
down and break some pipes and this would cost too much ffioneyo Mr. Belzer said
fihat this sewer had to be snaked out. Mr.,Sloan, seconded by Mr. Belzer, then
moved that Mr. Wieland get an estimate on snaking out this sewer. There was
no vote on this motion as the clerk was in possession of two estimates on the
sewer. Council then told Mr. Wieland, to--get right after- this project.
Mr. Sloan then asked abotat the tsater on Ridgebury and Mayor Endress
said that they had a meeting in Dollard*s off ice the other day.. The Mayor
said that the sewer came up for discussion and the two or three homes invovled
with water in the basement was. discussed; that it could only be corrected with
overhead plumbing; that the water ma.in was one of those jobs that cost a lot
of money and Mayf ield Heights did not have the money and could not assess
because of so many butt lots....They.were,.going to work the water in on the
paving job, however, that it was possible to tie i:nto this main on the paving
job and we will have an opportnnity to assess f or this on our side. Mr. Sloan
said that this was unfair because the people would have to put out $800,00 f or
a tap in charge immediately and the other way it could be assessable; that they
should be able to spread the cost over a period of time. Mayor Endress said
that the County said that it would cost too much to correct the sewer and they
had no intention of doing an,ything. _ . , , , ,. „ . , .
, ,. , .
Mro Puszinski smid that of the.20 homes on Ridgebury, he had 22 reports
oE flooded basements and 10 of these came from one home. The others are f rom
5 homes. A resident f rom this area said that every house on the street has
been flooded at some time or another, but the County does not do anything
about it, that there have been flooded basements ota the Mayfield Heights side
too. Mre Bennett said that our Fire Depastinent had a better idea.of this as
they.pumpsd out these basements and most of them do not get reported to the
County. . . ,
Mrs Sloan was reminded of White Road and asked if, when a resident
tapped in, did he pay on a 16 inch main or just o[a an 8 inch main. Mre Edelman
said that he did not know,.that.they would,haye_to f ind this out f rom Willoughby
Hills, that there was no way to assess this....
. Mr. Mason, reporting For the Planning and Zoning Commission, said that
they had a meeting on May 11, 1964. Mr. Mason then - read the. Nlinutes of this
meeting to Council. A meeting was held with the Regional Planning Commission
and then.a Special Meeting was held on May 16, 1964. Mr. Mason proceeded to
read the Minuteso£ these meetings to Council.
Mr. Mason then presented to Council_ a. recommendat?.on from the Planning
and Zor?ing Commission stating that, the,Commission had carefully considered
the proposed Ordinaace No. 841_ to amend the, Zoning, Ordinance of the Village,
that it was their opinion that the time had not arrived to re-zone this
property,. most of which was re-zoned during, the past two years for Motorist
Serv.ice, Off ice-Laboratory, and Production-Distribntion use. The Commission
did not f eel that a suff icient period had elapsed to give the uses establistied
by l.egislation a fair trial,..that :it, was their belief that suff.icient land had
been re-zoned f or apartments, and to re-zone this large section f or the same
purpose would leave a disproportionately larg amount of land f or such purposes,
3.
