Although it <br />is 6" in the center the sides, 18" wide are 12" thick. On Echo Drive <br />most areas are flat with very poor drainage. Although the drainage will <br />be corrected before the new pavement is put in,_the base will still be <br />wet and will take more than a few months to dry out. Hanover Woods develop- <br />ment will be required to put 10" in. <br />Mrs. Stanard said it is a repair job andnnot a new road. We are in hopes <br />not .to have to mortgage our homes to pay for it. <br />Mr. Hovancsek was asked by Mr. Busa if it is feasible to consider a com- <br />promise <br />Mr. Boger questioned the guarantee time on a 6" thickness. <br />Mr. Hovancsek said there is only a one year guarantee on any paving and <br />it is the drainage problem that is the major factor. Council has to keep <br />in mind that it will be the responsiblity of the Village to maintain the <br />road after it is dedicated. He would have to take time for reviewing the <br />area again before he could change his recommendation of 10". <br />Mayor Beebe suggested the. matter be. expedited as quickly as possible so <br />the project can be started. <br />Mr. Hovancsek stated he could have his recommendation ready for. the <br />29th meeting but didn't feel it realistic for the residents to expect <br />immediate construction on this. The residents that have empty lots or <br />others that aren't interested in the paving may raise some objections to <br />being assessed. <br />Discussion was held with Mr. Bennett asking for some type of guarantee <br />that the Village would not get sued by those opposing the paving. <br />Mr. Relic said it has not been determined how it will be paid for. They <br />have two choices; total payment now or assessed for a 10 year period. <br />Mr. Barclay was to have solicited the residents for ,their preference. <br />Mr. Hovancsek stated the Village would have a 2% fee to pay for. the inter- <br />section. - <br /> <br />Mr. Grogan said Mr. Hovancsek should be given the time for review. Mr. Busa <br />said the Village could have to go along with Mr. Hovancsek's recome~.da.tion <br />at the 29th meeting. <br />Mr. Bennett questioned the possibility of tying the drainage into the Wilson <br />Mills Road drainage system to be installed soon. <br />Mr. Hovancsek stated the ;two projects would be planned together. <br />Mayor Beebe stated he would inform the residents of Echo Drive the out- <br />come of the meeting of the 29th. - <br />
