~~L <br />Mr. Boger questioned who requested the ordinance be put on the agenda: <br />Mr. Busa stated that it didn't matter who, he had the obligation to any <br />of the Council to place on the agenda their requests. <br />Mayor Beebe questioned if the reason was stated for having it placed on <br />tonights agenda. <br />Mr. Grogan stated that he felt it should be brought to a vote. <br />Mayor Beebe suggested that Council consider the title being established <br />by resolution if no monies, except for $1.00 to make it legal, were accept- <br />able. Most neighboring communities averaged $3,000 per year for this. <br />position. <br />Mr. Boger questioned why Council was willing to pay $10,000 for a part-time <br />Finance Director but not for a Mayor. He didn't feel the ordinance should <br />be brought to ~a vote until Mrs. Hanus was present since she had seconded <br />the introduction. <br />Motion failed due to a lack of a second. <br />Mr. Grogan said ile Mould like to go back a little. Discussions were held <br />for two months reviewing raises prior to the passing of the salary ordinances. <br />About a week before the regular June meeting was the first time he saw the <br />ordinance. Several notes were sent by the Mayor questioning why nothing <br />was being done. It becomes obvious the position of Safety Director was going <br />to be haled by the Mayor. There is bureaucracy building up - well paid <br />department heads - Administrative Assistant, Secretary to the Mayor, and <br />Assistant to the, Secretary. Matters can be hand-led without a Safety <br />Director looking into everything that happens. He urged Council to vote <br />against, this ordinance and let things staji as they are. The additional <br />tax burden should not be added to the residents .for $3,000 nor ari adde~~ <br />position in the Village Hall. <br />Mayor.~ieebe stated that the Fire Chief, Police Chief 'and Building Commissioner <br />report to him and he has to authority to hire or fire them. This has <br />always been the procedure, he didn't set it up. Fire and Police personnel <br />are continually coming into his office. Is that to be. considered bureaucracy? <br />A~number of.communities have a 5 afety Director at the present time. NIr. <br />Grogan and Mr. Flynn saw their salaries increased by 100/ when salaries <br />equalization went to the voters last November. This was the first time this <br />had ever happened in the history of the Village. He covered this increase <br />in the Voice of the Village. In fact, Council as a Whole has increased <br />their salaries from $50.00 a few years ago to $200.00, a 300/ increase. <br />"I am not begrudging that increase, in fact, it is.the very.inerease I ' <br />recommended in my letter to the Finance group." The Mayor stated that <br />Council people .would average $16.00 per hour based on 12. hrs.-per month in <br />meetings as apposed to a full time Mayor's salary of $3.61 per hour. <br />Mayor Beebe asked Mr. Grogan if he was `aware that the responsibility of.the <br />position of S afety Director has been assumed by all prior Mayors. <br />Mr. Grogan replied.that it is mentioned in the Charter. <br />
