~~~ _~- Mr. Busa, seconded by Mr. Schulte, made a motion to pass Ordinance 76-17. Roll Call: AYES: Messrs., Barclay, Bennett, Busa, Flynn, Grogan, Mrs. Negrelli and Mr. Schulte NAYS: None Motion Carried Ordinance Passed Ordinance 76-18, entitled; "AN ORDINANCE TO AUTHORIZE AND DIRECT THE MAYOR AND FINANCE DIRECTOR TO TAKE COMPETITIVE BID5 WITHOUT ADVER- TISING AND ENTER INTO A CONTRACT FOR THE INSTALLATION OF A CONCRETE DRIVEWAY TO PROVIDE INGRESS AND EGRESS TO SOM CENTER ROAD FOR SAFETY AND SERVICE VEHICLES, TO APPROPRIATE FUNDS, AND TO DECLARE AN EMER- GENCY", caas introduced by Mayor Beebe. Mr. Grogan questioned how the figure of $7,200 was reached? Mr. Byrnes answered it was an estimated cost. Mr. Bennett stated the area in question was discussed last year and agreed on by Council, to put in a concrete driveway. Mr. Barclay stated that this caas a frivilous expenditure of monies, dut to the fact that if a safety building were built the driveway may have to be removed. Mr. Schulte stated that the Public Service and Public Utilities Committee recommended the driveway be put in. Mr. Busa, seconded by Mr. Schulte, made a motion to suspend the rules of law requiring an ordinance to be read on three separate occasions. MYOTTE VS. HAYFIELD VILLAGE", was intro- duced by Mayor Beebe. Mr. Grogan questioned if this is generally the usual way to file an appeal?
