~~ <br />-6- <br />Mr. Grogan suggested this ordinance be given to theaBudget/Appropriation <br />Committee for consideration in the overall Police Budget. <br />Ordinance 77-10, entitled; "AN ORDINANCE AMENDING ORDINANCE NO. 75-32, <br />AN ORDINANCE PROVIDING FOR THE ORGANIZATION AND PROCEDURE OF COUNCIL", <br />was introduced by Mr. Barclay. <br />Mr. Barclay stated the purpose of this ordinance concerned revision <br />for "Executive Type Sessions" which are confidential in nature and <br />namely of interest to those in attendance. <br />A discussion followed. <br />Mr. Busa stated the amendment is a "gag" and we should discontinue <br />discussion and petit to a vote. <br />Mr. Busa, seconded by Mr. Schulte, made a motion to suspend the rules <br />of law requiring an ordinance to be read on three separate occasions. <br />Roll Call: AYES: Messrs., Busa, Flynn, Grogan and Schulte <br />NAYS: Messrs., Barclay, Bennett and Bordonaro <br />Suspension Defeated <br />(Five votes required) <br />Ordinance 77-10 given first reading. <br />Ordinance 77-11, entitled; "AN ORDINANCE CREATING AND EYPANDING THE <br />POLICE DEPARTMENT OF THE MUNICIPALITY BY THE ESTABLISHMENT OF <br />THREE ADDITIONAL OFFICES AS SERGEANT", was introduced by Mr. Busa. <br />Mr. Busa, seconded by Mr. Flynn, made a motion to suspend the rules <br />of law requiring an ordinance to be read on three separate occasions. <br />Roll Call: AYES: Messrs., Bennett, Bordonaro, Busa, Flynn, Grogan <br />and Schulte <br />NAYS: Mr. Barclay <br />Motion Carried <br />Rules Suspended <br />Mr. Barclay questioned if there were official policies to have these <br />positions and what is comparison to other communities of our size: <br />Chief Shortie replied that there were no policies and that we were low <br />as far as Sergeant positions go. He also said it would help the de- <br />partment to have someone in charge on a day to day basis. <br />Mr. Flynn stated we presently have one Sergeant and it is also an <br />opportunity to advance for promotion within the department. Time <br />is needed to start testing by the Civil Service Commission. <br />Mr. Bennett, seconded by Mr. Busa, made a motion to pass Ord. 77-1. <br />
