Howard Chesler, had an excellent speech at the last meeting. <br /> Planning & Zoning - Mr. Schulte read the minutes of May 9, 1977 meeting. <br /> Mr. Grogan asked if there were any new developments with Heinen's. Mr. <br /> Schulte said there was no further action taken. <br />Mr. Relic arrived at this time, 8:a0 P.M. <br />Board of Appeals - Mr. Schulte had nothing to report. <br />Recreation - Pdr. Flynn commented he thought the school had the respon- <br />sibility to maintain the ball field and wonder-ed if he should approach <br />the school officials. <br />Mayor Beebe said he would to}ce care of the matter: <br />MARC - No report. <br />Mr. Flynn commended Mr. Amendola on the good job he was doing with the <br />field at Clear Acres. <br />OLD BUSINESS: <br />rir. Grogan stated that since January of this year, Council has provided <br />for compensation to Mr. Byrnes and his firm on a temporary basis--both <br />salary and hourly for litigation until a new Law Director was appointed <br />and confirmed. Council failed to confirm~Mr. Byrnes at the Feb., 1977 <br />meeting. Since then, Mr. Grogan stated that it was his understanding <br />that the Mayor had interviewed numbers of applicants for the Law Director <br />position. No name has been submitted to Council for confirmation although, <br />by letter, the Mayor has indicated that he will soon be advising Council <br />of his appointment. <br />Mr. Grogan further stated that the Charter does not provide for temporary <br />law directors. It provides that the Law Director has to be appointed by <br />the Mayor and confirmed by Council. Mr. Grogan said that he felt it was <br />important that the new Law Director be appointed as soon as possible. <br />Since the Council failed to confirm the present Law Director, there has <br />been new litigation filed against the Village. <br />He stated that the majority of this Council have acted in good faith in <br />providing for compensation on a temporary basis. It is to be hoped that <br />the Mayor is also also acting in good faith and will not take advantage <br />of the situation to continue the present temporary arrangement. He re- <br />quested the Mayor to give Council some definite word within the next 15 <br />days. If such word is not forthcoming, then the majority of Council will <br />have to take further steps to see to it that the Mayor fullfills his duty <br />under the Charter. <br />Mr. Barclay commented that in his opinion the Charter did not require the <br />appointment of a new Law Director from year to year. Besides, the issue <br />really wasn't a new Law Director, but the salary to be paid. <br />
