Mayor Beebe elected not to discuss these personel conflicts (as in his letter to the Councilmen) in the presence of the present Law Director. He felt this should be discussed at an Executive Session, and asked Council to refer to the "Sunshine Rule", in lieu of this, the Mayor stated Mr. Grogan was "Out of Order." Mr. Grogan asked a motion be made to complete the business with Ohio Bell Telephone concerning the additional permit needed. Mr. Barclay made the motion, seconded by Mr. Schulte, to approve the Mayor's signature on the OBT permit. Roll Call: AYES: P4essrs., Barclay, Bennett, Bordonaro, Flynn, Grogan and Schulte NAYS: None Motion Carried Permit Approved Resolution 984, entitled; "A RESOLUTION APPROVING PLACEMENT OF ADVER- TISI~IENT BY THE FINANCE DIRECTOR FOR TENDER OF BIDS FOR PURCHASE OF TWO UNDERGROUND 1,000 GALLON FUEL STORAGE TANKS AND TWO PUMPS", was intro- duced by Mr. Schulte. Mr. Flynn, seconded by Mr. Bordonaro, made a motion to adopt Resolu- tion 984. Roll Call: AYES: Messrs., Barclay, gan and Schulte NAYS: None Resolution 968 was questioned by Mr. Grogan that it was not on the agenda Bennett, Bordonaro, Flynn, Gro- Motion Carried Resolution Adopted Byrnes and was informed by Nir. and could not be discussed. NEW BUSINESS: Ordinance 77-17, entitled; "AN ORDINANCE LEVYING ASSESSMENTS FOR THE IMPROVEP~IENT OF BEECH HILL ROAD, NIAYFIELD VILLAGE, OHIO, NORTHERLY FROM ITS INTERSECTION WITH SENECA DRIVE, A DISTANCE OF APPROXIMATELY 685 FEET, AND DECLAP.ING AN EMERGENCY", was introduced by Council as a Whole. Mr. Schulte, seconded by Mr. Barclay, made a motion to suspend the rules of law requiring an Ordinance to be read 'on three separate occasions.
