~LaA~
-2-
would have a direct bearing on what happens tomorrow. He said the
Engineer had made a recommendation for ingress and egress to come
off Wilson Mills Road. Is this going to be ignored?
Also, the Residents of Aintree Park Drive definitely did not want
egress and ingress off of Aintree Park Drive.
Mr. Grggan said that Council was acting as a Board of Appeals to
make a decision only on the Two Varinaces.
~Mr. Joe Abbate, 6514. Chase Drive, said he felt. as Mr .. Sanders did and
the Engineer's recommendation would be best as.access from Hwy. 271
exiting on Wilson Mills would have _a direct line for the large trucks.
He said if not, t"hiestr~u:ekslwou~id?.behgoing through the residential area
of Aintree Park and out on Raliegh causing more traffic conjestion and
causing someone to be killed. He said the Off-Street Parking Ordinance
5ection~31.14 states .it.unlawful to have access to abutting residential
property. He felt the Police Chief should be informed that this would
be in violation of the law, and Council as the people's legislator
should discuss this with him.
Irv Phillips, 6526 Derby Drive, questioned the size of the building.
He said if the building is about lA% to large then why can't Heinen's
adjust the building to ,the code. How can the Village adjust the code
to the parking problem, what was the need to establi.sh~the code in the
first place.. -.- ----
Bill Hite of 6515 Chase Drive, said he was in favor of the Heinen
facility and felt the approval of the variances resonable and its
parking would add to the neighboring businesses parking facilities.
He said our concern i.s the traffic congestion only - off of Aintree
Park Drive~it would cause an undue burden on .the safety, health and.we
welfare of the residents. He said Plan B would prohibit access to
Aintree Park Drive. Is it fair to expect a traffic light at Aintree
Park Drive and S.O.M. Center before construction begins? He asked the
Mayor to correspond with the Police Department and have a policeman
at the morning and evening rush hour. They would be in favor if the
health, welfare and safty are considered.
Mr. Heinen said. the City does not control traffic lights, the State
does and he would be willing to pay his share when the need arises.
He wants it to~be safe for everyone.
Mr. Phillips said he felt the problems 'other than the variances were
not concrete enough and once the variances ar.e granted these problems
will go by the way side and the blame in the future would be put on
past officials...
Mr. Hite thanked Mr. Heinen for his comments and. he was in favor of the
variances provided no egress and ingress is off of Aintree Park Drive.
Mayor Beebe stated that Plan B called for exactly the same things
that Mr. Hite mentioned. He said~the Village can apply for signali-
zation but the State must authorize it and it takes a long time,
several years. He said the signal for Wilson Mills is in the final
