Mr. Relic suggested that the Resolution be passed and the minutes to reflect that the Resolution would be signed when the letter committing Mr. Heinen for payment is received. Council agreed. Roll Call: AYES: All Resolution passed contingent Heinen's commitment letter is received. Resolution 78-27, entitled: "A RESOLUTION ACCEPTING THE BID OF CLEVELAND TRINIDAD PAVING COMPANY FOR THE PAVING OF THE'VILLAGE HALL PARKING LOT: AUTHORIZING THE MAYOR AND DIRECTOR OF FINANCE TO ENTER; INTO A CONTRACT AND DECLARING AN EMERGENCY", was introduced by Council as a Whole. Mr. Bennett, seconded by Mr. Boger, made a motion to suspend the rules of law requiring a resolution to be read on three separate occasions. NAYS: None Motion Carried Roll Call: AYES: All Mr. Grogan, NAYS: None seconded by Mr. Boer, made a motion to pass Resolution 78-27. Motion Carried Rules Suspended Mr. Boger questioned if there _would _bemore parking facilities.,.once: ~im.e;-:_ paving was finished? Mr. Hovancsek commented that the middle divider would be removed and the pavement would be marked for parking thus creating more room. Mr. Bennett asked if a penalty clause could be inserted in the contract to avoid any unnecessary delays? Mr. Hovancsek said he didn't foresee any .problems in their meeting the pro- jected completion date as this type of work is not sub-contracted nor is theme any specialty equipment involved as there is with signalization.
