~~~ .
1
U
it
Mr. Grogan, seconded by Mr. Boger, made a motion to pass Res. 78-33.
Roll Call: AYES: All
NAYS: None
Motion Carried
Resolution Passed
N1r. Amendola to certify to the Auditor's Office by registered mail.
Ordinance 78-34, entitled: "AN EMERGENCY ORDINANCE REGULATING SOLICI-
TATIONS AT RESIDENCES WITHIN THE VILLAGE AND AMENDING CHAPTER 739 OF
THE CODIFIED ORDINANCES."
Mr. Grogan asked that it be put.. on First Reading until it could be
compared to the.old ordinance. He didn't understand why there was
a need for a new ordinance and perhaps a committee should be appointed
to review it. Mr. Feneli commented that since it was not applicable to
the present situation on soliciting that there was no rush to pass it.
Mayor Beebe commented that Mr. Grogan should have had the same chance
to review it as everyone else did as copies were circulated and urged
passage tonight as it is a very important ordinance. Mr. Busa ques-
tioned the part that indicates the Mayor having the final authority
on whether one solicits or not. Mr. Bennett requested that just the
parts that are being amended be supplied instead of a copy of new and old.
Mr. Feneli asked if Council would like a memorandum as such - he could
have it ready for the next packet.
Ordinance 78-35, entitled: "AN EMERGENCY ORDINANCE AMENDING SECTION
377.01 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF HAYFIELD VILLAGE
TO COMPLY WITH THE OHIO REVISED CODE REGARDING PROTECTIVE HELMETS."
Introduced by Mr. Grogan.
Mr. Busa said he would like to see the use of helmets enforced in the
Village. There was a discussion on the lives lost because of this new
law and the questioneraas raised as to the .obligation of the Village to
do anything regarding the new law. Mr. Feneli stated it would be con-
sideted unconstitutional, therefore, the Council had to act on the new
ordinance.
Mr. Grogan, seconded by Mr. Bordonaro, made the motion to suspend the
rules of law requiring an ordinance to be read on three separate occasions.
Roll Call: AYES: All
NAYS: None
Motion Carried
Rule s.
