Amendola to certify to the Auditor's Office by registered mail. <br />Ordinance 78-34, entitled: "AN EMERGENCY ORDINANCE REGULATING SOLICI- <br />TATIONS AT RESIDENCES WITHIN THE VILLAGE AND AMENDING CHAPTER 739 OF <br />THE CODIFIED ORDINANCES." <br />Mr. Grogan asked that it be put.. on First Reading until it could be <br />compared to the.old ordinance. He didn't understand why there was <br />a need for a new ordinance and perhaps a committee should be appointed <br />to review it. Mr. Feneli commented that since it was not applicable to <br />the present situation on soliciting that there was no rush to pass it. <br />Mayor Beebe commented that Mr. Grogan should have had the same chance <br />to review it as everyone else did as copies were circulated and urged <br />passage tonight as it is a very important ordinance. Mr. Busa ques- <br />tioned the part that indicates the Mayor having the final authority <br />on whether one solicits or not. Mr. Bennett requested that just the <br />parts that are being amended be supplied instead of a copy of new and old. <br />Mr. Feneli asked if Council would like a memorandum as such - he could <br />have it ready for the next packet. <br />Ordinance 78-35, entitled: "AN EMERGENCY ORDINANCE AMENDING SECTION <br />377.01 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF HAYFIELD VILLAGE <br />TO COMPLY WITH THE OHIO REVISED CODE REGARDING PROTECTIVE HELMETS." <br />Introduced by Mr. Grogan. <br />Mr. Busa said he would like to see the use of helmets enforced in the <br />Village. There was a discussion on the lives lost because of this new <br />law and the questioneraas raised as to the .obligation of the Village to <br />do anything regarding the new law. Mr. Feneli stated it would be con- <br />sideted unconstitutional, therefore, the Council had to act on the new <br />ordinance. <br />Mr. Grogan, seconded by Mr. Bordonaro, made the motion to suspend the <br />rules of law requiring an ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Rule s.
