~~~
It was not the water that was in the street.. The main problem
was the water. that collected in the unfinished basements.of the
homes under construction. The construction workers had removed
the stoppers on the sewer lines to let water out so they could
work and they failed to replace them when they finished. In the
future they will be required to add one pipe above the floor
level and will be restricted from removing it until the time the
basement is concreted. His main concern was the flooding that
occurred at the end of the street. He was surprised that flooding
occurred in this area.
Mayor Beebe commented that the developer should be made to make
the corrections and not leave it up to us t~o~solve their problems.
Mr. Iafelice asked Mr. Amendola what they: are goi~ag to do, he is
still waiting. Mr. Amendola replied the sewers were already
scheduled to have a cleaning by a jet machine.
Mr. Jack Burke, of 6213 N. Wood]_ane, stated he has been a resi- .
-dent for 18 years and he now ha.s a creek problem. He has a neigh-
bor that is doing some construction work with railroad ties and dirt.
On the 19th of August the railroad ties were washed down on the
neighbors property and_the man replaced them and backfilled. He
is a friend of. Ron .Keck, who is. a member of the Architectural Board
and he said he hadn't seen any topo on this. Mr. Keck said he
would talk to.Gus and get word back to him. Mr. Burke said his
neighbors, Dr. Alexander, who had talked to Gus, and the Mayor,
Mr. Shields, Mr. Mohoney and himself were willing to do whatever
they could do but needed advise.
Mayor Beebe stated they would be happy_to advise - he had asked for
an opinion from the Law Director where our true responsibility be-
gins and endsaand was advised that it is not the Villages obliga-
tion in this area. He cannot ask other taxpayers to pay for pri-
vated prpperty improvement. The Village can only interfere when the
natural flow is blocked..
Mr. Burkes said the neighbor is changing the topo. Mr. Busa asked
Mr. Hovancsek to describe .the situation.
Mr. Hovancsek said if you could imagine a small creek running acros
level land and then when it rains the tinyycreek becomes a sheet of
water about 40 feet wide. Mr. Fiordalisi has constructed a retainer
wall of railroad ties and back filled with dirt. 'Now when it rains
all the water is forced to one side raising the water level to a
flooding stage on Mr. Burkes and adjacent properties.
Mr. Amendola said he has talked to Dr. Alexander about what recom-
mendations they would have. The residents are seeking advise and
not financial aid in the actual work to be done,. They have an
existing abandon gas line for water. drainage 'but'"they are going to
remove it and put it in right. Mr. Fiordalisi has been notified
about the railroad ties. Mr. Busa directed Mr. Amendola and Mr.
,. r.
