4. <br />Mr. Schmidt, seconded by Mr. Leech, made a motion to suspend the rules <br />of law requiring a resolution to be read on three separate occasions: <br />Roll Call: AYES: Messrs. $oger, Bordonaro, Braun, Davis, Leech and <br />Schmidt. NEY.3: None. <br />Motion Carried <br />Rules Suspended <br />Mrm Schmidt, seconded by Mr. Leech, moved that Resolution #817 be approv- <br />ed and passed as read. Rol1 Call: AYES: Messrs. Boger, Bordonaro, <br />Braun, Davis, Leech and Schmidte NAYS: None. <br />Motion Carried <br />Resolution Adopted <br />Re-c,ycling Paper/Bottles: Because we might be competive with the church <br />across the street and others it was decided not to get involved in this <br />program. Mr. Fitz-Gerald was asked to appear at the next Safety and <br />Service Committee meeting relative to glass bottle collection. <br />O.rdinance Review Committee: An ordinance will be brought up and present- <br />ed at council but not acted upon but turned back to the Ordinance Review <br />Committee and then brought up for acceptance or rejection. Mr. Grogan <br />will get the ordinance before it is approved. <br />Balluster Buff(er): Mayor Beebe stated that old Centre School needs <br />some helping hands. Dr. Stabile, Superintendent of Schools, attended <br />the meeting and it is his hope that people can be recruited to spend <br />an hour or so some weekend in the near future to refinish woodwork in <br />' the rehabilitation of the old schoolo <br />L,yr..dhurst Court vs Ma,or's Court: Virtually identical for the first <br />quarter. '7, 50.00 . <br />ORDINANCE #72-1: Entitled: "AN ORDINANCE TO AMEND THE ZONING ORDIN- <br />AvCE OF THE VILLAGE OF NIAYFIELD BY TREINSFERRING CERTAIN PROPERTY ON <br />TI-M NORTH SIDE OF WILSON MILLS ROAD FROM A CLASS U-3 AA USE DISTRICT <br />(PtESTRICTED MULTISTORY APARZ'MENT HOUSE) TO A CLASS U-1 USE DISTRICT <br />(SINGLE FAMILY RESIDENCE)." Four workshop meetings have been held <br />on this subject. Planning and Zoning had approved the ordinance. <br />Given a third reading. <br /> Mr. Bordonaro stated, "After carefully weighing the safety, health <br /> and welfare of the public, it is my opinion, that in the best interest <br /> of the people this property would be best zoned residential to con- <br /> form with all of the surrounding area. There are numerous reasons <br /> why I would like to change the present zoning. To mention a few; <br /> traffic problems: This would be extremely dangerous, considering <br /> egress/ingress on to a curved 18' road on a hill. On a winter day <br /> with ice and snow on this treacherous narrow winding road, hundreds <br /> of cars stopping and skidding could block traffic and create a world <br /> record traffic jam. F4zrther, any emergency vehicl.e would have a <br />difficult time getting near an accident or answering any other emer- <br /> gency calls in the whole area. It's obvious, the peace, safety and <br /> welfare of those people living in and around the area would be destroy- <br /> ed. I feel that in the best interest of the village that this pro-
