(3) <br />After discussion by Council, the decision was: not to vote on the Safety and <br />Service Committee's recommendation at this meeting, but an Ordinance would be <br />prepared by our Solicitor, Mr. Edelman, and submitted to Council at the next <br />meeting. <br />Unfinished business for the next meeting will be the hiring of a Police Clerk <br />for after hours coverage of the administration building, including Police and <br />Fire calls and General Clerical duties. <br />Safety and Service - Mr. Schmidt. <br />He discussed the need for an Ordinance governing the use of narcotics. Mr. Schmidt, <br />seconded by Pir. Davis, introduced Ordinance No. 69-12, entitled: "An Ordinance making <br />it Unlawful Deliberately to Smell or Inhale Narcotics, Drugs, Nail Polish, Glue, <br />or any Other Noxious Substance or Chemicals which Cause Conditions of Intoxication, <br />Inebriation, Excitement, Stupefaction or Dulling of the Brain or Nervous System, <br />and Providing a Penalty Thereof, and Declaring an Emergency." <br />Mr. Schmidt, seconded by Mr. Bordonaro, moved that the rules of law requiring an <br />Ordinance to be read on three separate occasions be suspended. <br />Roll Call: Ayes - Messrs. Comella, Fitz-Gerald, Bordonaro, Donaldson, Schmidt <br />and Davis. <br />Nays - None. notion Carried. <br />Rules Suspended. <br />Mr. Schmidt, seconded by NIr. Davis, moved that Ordinance No. 69-12 be approved and <br />passed as read. <br />Roll Call: Ayes - riessrs. Comella, Fitz-Gerald, Bordonaro, Donaldson, Schmidt <br />and Davis. <br />Nays - None. Motion Carried. <br />Ordinance Passed. <br />i~Ir. Schmidt, seconded by Pir. Bordonaro, introduced Ordinance No. 69-13, entitled: <br />"An Ordinance Prohibiting the Purchase, Use or Possession of Lysergic Acid <br />Diettilamide (LSD)." <br />~Sr. Davis, seconded by Mr. Bordonaro, moved that the rules of law requiring an <br />Ordinance to be read on three separate occasions be suspended. <br />Ro11 Call: Ayes - Piessrs. Comella, Fitz-Gerald, Bordonaro, Donaldson, Schmidt <br />and Davis. <br />Nays - None. Motion Carried. <br />Rules Suspended. <br />i~ir. Davis, seconded by Mr. Schmidt, moved that Ordinance No. 69-13 be approved <br />and passed as read. <br />Poll Call: Ayes - Messrs. Alotion Carried. <br />Ordinance Passed. <br />The Safety and Service Committee also recommended the hiring of a second girl as <br />deputy clerk and dispatcher for-$2.15 per hour. Action on this matter was postponed <br />
